Education:The PWS doesnotestablish a bachelor’s degree as an individual requirement for every Procurement Technician. However, at least 50% of contractor personnel supporting the contract must meet the specified bachelor’s-degree or 24-semester-hour education standard described below.
Position Summary
We are seeking a Procurement Technician to provide administrative and technical procurement support to the U.S. Coast Guard CG-AIR Chief of Contracting Office and assigned product lines or divisions. The position assists Government procurement personnel throughout recurring and standardized acquisition activities for supplies and services.
The successful candidate will understand Government procurement procedures, contract documentation, purchasing processes, and procurement file administration. This position provides procurement support only and does not have authority to contractually bind the Government.
Key Responsibilities
- Apply applicable contract clauses, provisions, procurement regulations, laws, and policies.
- Review solicitation and procurement packages for required information and supporting documentation.
- Assist with identifying applicable clauses, provisions, and procurement requirements.
- Maintain procurement regulations, manuals, forms, and supporting documentation.
- Review procurement files for completeness and accuracy.
- Organize and maintain electronic and hard-copy contract files.
- Prepare, compile, type, route, and distribute requisitions, purchase orders, contracts, modifications, and related documentation.
- Enter and update information in automated procurement databases and management systems.
- Verify signatures, accounting codes, item descriptions, quantities, prices, and required supporting information.
- Prepare standard procurement forms and recurring purchasing documentation.
- Track requisitions, orders, contracts, and modifications.
- Contact vendors regarding order status and delivery schedules.
- Research and resolve shipment, payment, documentation, and procurement discrepancies.
- Validate undelivered orders using the USCG Open Obligations Management Tool.
- Research recurring error reports and reconcile incomplete or conflicting procurement information.
- Download and review vendor invoices against purchase orders, contracts, task/delivery orders, and modifications.
- Respond to procurement data calls.
- Generate procurement tracking and management reports.
- Assist with procurement file closeout.
Required Qualifications
- Knowledge of procurement regulations, procedures, operations, and programs associated with one or more procurement phases or functions.
- Knowledge of the procedures required to support recurring and standardized purchases of commonly used supplies and services.
- Knowledge of Microsoft Office applications.
- Strong written and verbal communication skills.
- Ability to review detailed documentation for accuracy and completeness.
- Ability to manage multiple procurement actions and competing deadlines.
- Ability to work effectively with minimal Government oversight.
Education
The PWS requires thatat least 50% of contractor personnel supporting the contractpossess either:
- A four-year course of study leading to a bachelor’s degree in any field;or
- At least 24 semester hours in a combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
This is a contract-level staffing requirement rather than an explicit requirement that every Procurement Technician possess the degree or coursework.
Preferred Qualifications
- Federal or USCG procurement experience.
- Experience with Government procurement databases.
- Experience processing purchase orders, modifications, contract files, invoices, or acquisition documentation.
