The City of New York Department of Environmental Protection seeks a Procurement Analyst 3 to support the Capital Budget and Contracts division in Queens. The role involves managing professional services and construction procurements, drafting RFP/CSB documents, and guiding them through the City contracting process.

  • A baccalaureate degree from an accredited college or university.
  • An associate degree or 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • A four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience as described in "2" above; or
  • A combination of education and/or experience equivalent to "1", "2" or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college or university for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent; or
  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "2" above.

Responsibilities

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.


The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.


The Capital Budget and Contracts (CBC) division provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review.


BEDC seeks to hire a Procurement Analyst 3 to serve as a Procurement Specialist for the CBC Division, located at our headquarters in Queens, NY. Under general supervision, the Procurement Specialist will be responsible for the management and processing of professional services and construction procurements for various City contracts. This includes, but is not limited to, working with Project Managers to gather information required to create Request for Proposal (RFP) and Competitive Sealed Bid (CSB) documents for new contracts and then monitoring the procurement through the City contracting process. The Procurement Specialist will be responsible for initiating, reviewing and processing funding requests with the DEP budget office and will utilize the Procurement and Solutions Sourcing Portal (Passport) to prepare procurement documents. The selected candidate will be responsible for responding to inquiries and resolving issues regarding procurement documents which may include performing research and collaborating with multiple departments. Additionally, the Procurement Specialist will be required to monitor and update contract procurement statuses within all DEP and Citywide tracking systems.
