Job summary

Argonne National Laboratory seeks a Procurement Operations and Policy Manager to lead a team of specialists responsible for developing procurement forms, templates, and tools for efficient, compliant acquisitions. The role sets strategic direction for training, streamlines processes, and ensures alignment with laws and the Laboratory prime contract.

The position requires 2–4 direct reports management experience, strong communication, and ability to drive process improvements while modeling

Qualifications

• US Citizenship required to perform essential functions.
• Demonstrated procurement experience: price/cost analysis, negotiating, authorizing, administering and terminating contracts.
• Experience identifying and articulating problems and solving complex information with attention to detail.
• Experience evaluating business processes and implementing improvements for consistency and compliance.
• Minimum 2–4 direct reports in prior management roles.
• Ability to lead process standardization, documentation improvements and change management.
• Ability to read and interpret rules, regulations and procurement procedures in the Lab prime contract and with U.S. Government contractors.
• Strong interpersonal, oral and written communication for all levels of Laboratory management.
• Proven ability to work in a customer-focused, collaborative, deadline-driven environment.
• Ability to mentor others and coordinate training on procurement practices.

Responsibilities

• Provide leadership to a team of specialists developing procurement forms, documents, templates, and tools.
• Set strategic direction for the department’s training and streamline processes and documentation.
• Ensure activities comply with applicable laws, prime contracts, and Laboratory policy.
• Provide feedback on proposals and analyze operational risk within the department.
• Oversee contract closeouts and small business program requirements.
• Lead, coach, develop and evaluate staff performance for 2–4 direct reports.
• Foster employee engagement, accountability, and talent development through feedback and mentoring.
• Model Argonne’s Core Values in daily work and leadership actions.
