Qualifications

• Bachelor's degree in Business, Supply Chain Management, Finance, or related discipline.
• Five+ years of progressively responsible procurement experience.
• Knowledge of procurement principles: sourcing, negotiation, supplier management, PO/contract administration.
• Strong organizational and time-management skills in a fast-paced environment.
• Excellent interpersonal and communication skills with internal stakeholders and suppliers.
• Ability to work independently and as part of a team with sound judgment.
• US Citizenship or permanent resident status to access APL facilities.

Responsibilities

• Manage procurement actions from requirements development through award and administration, developing sourcing strategies and issuing purchase orders.
• Serve as a trusted procurement partner to technical staff and program teams, guiding sourcing strategies and supplier selection.
• Develop and execute strategic sourcing and supplier management for build-to-print and custom manufacturing suppliers.
• Collaborate with engineering, quality, and other teams to understand manufacturing needs and assess supply-chain risks.
• Lead competitive solicitations, evaluate proposals, and negotiate pricing, delivery, and terms.
• Prepare and maintain procurement documentation in compliance with FAR and APL policies.
