Job summary

The South Carolina Department of Juvenile Justice (DJJ) is seeking a Procurement Manager I to oversee procurement activities, contracts, and supplier relations in a compliant, efficient manner.

Responsibilities include managing the Contracts Management System, preparing and reviewing MOUs and RFPs, and guiding program staff on purchasing methods while ensuring adherence to SC Procurement Code.

Qualifications

Responsibilities

  • Oversee daily operation of the Contracts Management System, including user support and reporting.
  • Create and execute contract documents (MOUs, MOAs) ensuring compliance and accuracy.
  • Provide ongoing contract administration by coordinating with end users and contractors.
  • Guide and resolve issues in the approval process to ensure contract compliance.
  • Process shopping carts into purchase orders, solicitations and contracts per state code.
  • Collaborate with end users to scope requirements for RFQs and RFPs.
  • Conduct market research and document justifications for procurement actions.
  • Review contractual terms to protect the agency from adverse terms.
  • Advise program staff on purchasing methods and supply sources.
  • Maintain updated information on products, services and market conditions.
  • Monitor central contract email inbox and handle requests.

JOB PURPOSE

The Procurement Manager I manages, coordinates, and executes procurement functions to ensure all procurement and contracting records are complete, accurate, and maintained in compliance with the Agency Procurement Manual, South Carolina Consolidated Procurement Code and Regulations, audit requirements, and applicable policies and procedures. This position oversees and facilitates a variety of procurement methods, including Invitations for Bid (IFB), Best Value Bids (BVB), Requests for Proposals (RFP), Requests for Information (RFI), Requests for Quotations (RFQ), Sole Source procurements, Emergency procurements, Memoranda of Understanding (MOUs), and other agreements. The position collaborates with internal stakeholders and external vendors to promote efficient, compliant, and strategic procurement practices. Through effective procurement administration and customer-focused service, this position supports the agency's mission by inspiring change and transforming lives.

JOB RESPONSIBILITIES
  • Responsible for the daily operation of the Contracts Management System to include user interface support, training, troubleshooting, contract template configuration, system monitoring, and reporting.
  • Responsible for the creation, development, and execution of contract documents, including MOUs, MOAs, and other contractual instruments, ensuring accuracy, completeness, and regulatory compliance.
  • Provides ongoing contract administration by collaborating with end users, contractors, and internal stakeholders to ensure contractual obligations are met.
  • Facilitates the review and approval process by engaging appropriate departments and stakeholders, while proactively resolving issues, clarifying requirements, and addressing misunderstandings to support effective contract compliance and execution.
  • Processes shopping carts into purchase orders, solicitations, and contracts in accordance with the South Carolina Consolidated Procurement Code & Regulations.
  • If shopping carts necessitate requests for quotes or solicitations, collaborates with agency end-users to formulate the scope of work.
  • Ensures that market research is conducted and proper justifications are documented in the procurement file.
  • Performs a comprehensive review of contractual terms and conditions to protect SCDJJ from agreeing to terms that may have adverse effects on the agency.
  • Provides ongoing contract administration by collaborating with end users and contractors to ensure contractual obligations are met, while resolving issues, clarifying requirements, and addressing misunderstandings.
  • Advises agency program area staff by assisting and providing guidance with purchasing methods, sources of supply, policies and procedures, and compliance with the SC Consolidated Procurement Code.
  • Works with contractors and vendors to maintain current information on products and services, business standards and practices, and market conditions as required.
  • Monitors the central contract email inbox and processes requests from agency end-users.
  • Performs other related job duties as required by management.
STATE MINIMUM REQUIREMENTS

A bachelor's degree and experience in procurement and contracts.

ADDITIONAL REQUIREMENTS
  • Knowledge of rules, regulations and provisions of the Consolidated Procurement Code.
  • Knowledge of principles, practices and terminology of procurement.
  • Knowledge of procurement management, inventory control and supply functions. CPPB or NIGP-CPP certifications preferred.
  • Must have good analytical, interpersonal, research, and communications/presentation skills both verbally and in writing.
  • Excellent organizational skills including time management and detailed work.
  • Must be able to think abstractly, possess excellent verbal and written communication skills, as well as negotiation, problem-solving, organizational and quantitative skills.
  • Must be able to effectively work with new and changing situations.
  • Maintains familiarity with industry trends and improvements.
  • Must be able to work independently as well as with part of a team.
  • Must be able to interpret and analyze, evaluate and summarize complex procurements.
  • Must be able to identify and analyze factors related to awarding contracts.
  • This position performs job duties relating to the policies and procedures governing the procurement of goods and services.
  • Must be able to lift and carry up to 30 lbs.
  • Must be able to perform electronic filing, desk work and operate general office equipment.
  • Must be able to sit or stand for prolonged or intermittent periods of time with limited scheduled breaks.
  • Employee must be able to perform these tasks with or without reasonable accommodations.

PREFERRED AGENCY REQUIREMENTS

A bachelor's degree in business management or a related field of study and four (4) years of full-time experience in purchasing and/or inventory control. *An equivalent combination of education and experience may be substituted to meet the agency minimum requirements. (i.e., 1 year of education = 1 year of related experience). Must have a valid SC Driver's License.
