Job summary

MINNESOTA DEPARTMENT OF VETERANS AFFAIRS seeks a Legal Analyst-Procurement to provide advanced support to the General Counsel’s Office, draft contracts, perform legal research, and track regulatory issues affecting the agency.

The role requires experience in legal writing, contract review in procurement, and proficient use of Microsoft Office, SharePoint, and Adobe Acrobat. Telework eligible with in-person 50% requirement; located in St. Paul, MN.

Qualifications

• Two years of experience that includes collecting and organizing evidence, analyzing documents for legal factual application, completing legal research, and/or producing drafts of legal documents.
• Associate degree or higher may substitute for six months of experience.
• Experience in legal writing to draft legally sufficient documents.
• Experience reviewing contract documents involving procurement of services or goods.
• Experience using Microsoft Office and Adobe Acrobat.
• Document and records management to file, retrieve electronic documents and report data.
• Communication skills to explain technical or legal terms clearly to diverse customers.

Responsibilities

• Provide advanced administrative and technical support to the General Counsel’s Office.
• Assist in preparation of draft contracts and other legal/administrative documents.
• Conduct a variety of legal research and analysis assignments.
• Track legal issues; interpret Minnesota statutes and administrative rules.
• Administer tort claims filed against MDVA under Minn. Stat. 3.736.
• Review state and federal regulations affecting the MDVA.
