Job summary

The position requires a Bachelor’s degree and 3 years of relevant experience, with CPPB targeted within four years. Proficiency in ERP systems like JDE/MITN is preferred and staff training will be provided.

Qualifications

• Bachelor’s Degree in Business Administration, Public Administration, Supply Chain Management, Finance, or closely related field.
• Three (3) years of professional-level experience in procurement, solicitation drafting (RFPs/IFBs), contract administration, legal/paralegal compliance, or complex municipal administrative operations.
• Equivalent combination of higher education, specialized contract training, and direct municipal/public administrative experience.
• Must obtain CPPB from UPPCC within four years of employment.
• Intermediate proficiency with office computers and related business applications.

Responsibilities

• Coordinates and performs professional-level administrative and programmatic work in procurement, solicitation development, and contract administration.
• Researches and develops detailed product and/or service specifications and establishes contract terms; confers with department staff to resolve questions regarding intent and expected use.
• Prepares, reviews, and administers the procurement process including solicitations, addendums, and public openings; analyzes responses and coordinates multi-department procurements.
• Negotiates contract terms, conditions and pricing; coordinates with legal counsel as needed.
• Maintains the purchasing module of the City’s financial system and develops reports and processes.
