Job summary

The Southern California Association of Governments seeks a Department Manager of Procurement and Contracts to lead the Contracts Department (10 FTE) and drive best practices in procurement and contracting. The role focuses on governance, negotiations, and ensuring compliance with federal/state requirements while supporting the ERP implementation.

Qualifications

• 7 years of experience in government contracts and procurement.
• 4 years of management or direct supervisory experience.
• Bachelor’s degree in a relevant field or equivalent combination of training and experience.

Responsibilities

• Oversee contract lifecycle, including award, negotiation, execution, administration, amendments, cost and price analyses, file management, and contract close‑out activities.
• Lead special projects, budget analyses, and feasibility studies for new contracting programs and services.
• Provide technical expertise and training on procurement and contracting matters across divisions.
• Support ERP implementation by providing procurement and contracting guidance and process improvements.
