Job summary

Superior Court of California, County of Riverside seeks an experienced Procurement & Contracts Officer to lead the full lifecycle of sourcing, negotiations, contract development and performance monitoring.

You will provide expert guidance on procurement strategies, contracting terms, risk and regulatory requirements, while partnering with executives and managers to enhance efficiency and control costs.

Qualifications

• Bachelor’s degree in public or business administration, criminal justice, finance, economics, or related field.
• Six years of progressively responsible procurement and contract administration experience, including competitive bidding, specifications, justifications, and lifecycle management.
• Professional credentials such as C.P.M., C.P.M. certification or equivalent are desirable.

Responsibilities

• Direct and evaluate procurement and contracting operations including RFPs, RFQs, RFIs, and non-competitive procurements.
• Manage sourcing, market research, vendor evaluation, negotiation, contract development, execution, monitoring, renewal and closeout.
• Develop and implement procurement policies, procedures, guidelines, and internal controls.
• Ensure compliance with Judicial Branch Contract Law, Public Contract Code, Local Contracting Manual, and Rules of Court.
• Advise executives on procurement strategies, contract terms, sourcing options, compliance and risk.
• Evaluate contractor performance and address issues related to quality, service levels and deliverables.
• Lead audit preparation and implement improvements from audit findings.
• Supervise and mentor staff, promoting accountability and customer service.
