  • Ability to coordinate work across divisions, agencies, and external partners without direct supervisory authority.
  • Knowledge of CMS regulations, guidance, and reporting requirements.

Responsibilities

  • Develop and maintain systems for tracking, organizing, and reporting information.
  • Coordinate work across divisions, agencies, and external partners.
  • Lead and influence cross-functional work and exercise judgment with community partners, contractors, vendors, and program staff.
  • Coordinate work and communication in virtual environments while managing multiple priorities.

Job description

  • Negotiate and develop solicitations and contracts, intergovernmental agreements, and grant agreements for OHA and ODHS
  • Ensure procurement and contract documents comply with federal and state laws, Oregon Administrative Rules, agency policies and procedures, and established criteria
  • Serve as a primary liaison between ODHS and OHA
  • Support the Rural Health Transformation Program’s initiatives to strengthen rural healthcare access, quality, and sustainability
  • Coordinate investments and partnerships across state agencies, local providers, and community partners
  • Advise program staff on procurement and grants processes, sequencing, documentation, approvals, and timelines
  • Provide technical assistance to internal and external partners, contractors, vendors, and program staff
  • Develop goals and plans, prioritize and organize work, coordinate logistics, manage timelines, and adapt to changing conditions
  • Develop and maintain systems for tracking, organizing, and reporting information

Requirements
  • Five years procurement and contract experience related to the position
  • OR a bachelor’s degree and two years of professional-level procurement and contract experience related to the position
  • OR any combination of experience and education equivalent to five years of procurement and contract experience related to the position
  • Oregon or national procurement certification must be obtained and maintained to meet delegation requirements
  • Expertise in Oregon and national procurement requirements
  • Skill in advising program staff on procurement and grants processes, including sequencing, documentation, approvals, and timelines
  • Excellent written and verbal communication
  • Technical assistance for internal and external partners, contractors, and vendors
  • Project management and coordination experience
  • Proficiency in data tracking software and organizational systems
  • Intermediate-level Excel and Smartsheet proficiency
  • Experience with spreadsheets, databases, and file systems
  • Ability to coordinate work across multiple divisions, agencies, and external partners without direct supervisory authority
  • Knowledge of CMS regulations, guidance, and reporting requirements
  • Proficiency with Teams and Zoom
