Jobtailor in Salem, Oregon seeks an experienced data analyst to perform fiscal analysis, gather and transform data into user-friendly insights, and provide recommendations using Tableau and SQL. You will work with Medicaid waivered and community services, coordinating with state and county staff to improve policy and program delivery.

Responsibilities include maintaining audit-ready data, collaborating across departments, and occasionally traveling for statewide meetings.

Qualifications

  • Seven years of professional-level evaluative, analytical, and planning work experience.
  • Associate’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, health, human, or social services (or similar area substitutes).
  • Bachelor’s degree in a listed area substitutes for three years of experience.
  • Master’s degree substitutes for four years of experience.
  • Doctorate degree substitutes for five years of experience.
  • Attention to detail and strong commitment to accuracy and accountability.
  • Experience gathering, analyzing, interpreting, and reconciling financial, fiscal, contractual, or operational data.
  • Experience incorporating findings into user-friendly reports or formats.
  • Experience with data analysis and reporting tools such as Tableau and/or SQL.
  • Experience interpreting and applying policies, procedures, rules, regulations, contracts, agreements, or other requirements.
  • Experience monitoring fiscal activity, expenditures, and compliance.
  • Professional-level written and verbal communication, facilitation, coordination, and relationship-building skills.
  • Ability to manage multiple priorities, exercise sound judgment, take initiative, and work independently and as part of a team.
  • Experience in a Human Services field and/or with Medicaid services is a plus.
  • Required cover letter limited to two pages

  • Must complete the US DHS I-9 within three days of hire
  • Must be able to report to Salem when business or operational needs require onsite activities

Responsibilities

  • Provide ongoing reports and detailed data and fiscal analysis.
  • Gather raw data, analyze it, and transform it into user-friendly information.
  • Use program, funding, and systems knowledge to provide quality data analysis and recommendations.
  • Analyze Medicaid Waivered services, In-Home Services, Community and Facility based services, employment services, and services delivered through state, county, and brokerage staff.
  • Maintain close connections with I/DD Licensing and OTIS to coordinate shared-services data.
  • Develop data points and reports identifying fiscal and systemic drivers and community barriers to effective service delivery.
  • Work with county, contracted, and brokerage staff to identify policy and program improvements.
  • Collaborate with the eXPRS System team, OIS, DDBSU, ORRAI, accounting, budget, and policy teams.
  • Manage databases for audit compliance and support their migration into the data warehouse.
  • Coordinate data movement with the ORRAI representative.
  • Work with ORRAI to build and implement contractor surveys for ODDS legislative reporting.
  • Interpret and explain Oregon laws, rules, regulations, and operational policies and procedures.
  • Participate in in-person, virtual, and phone meetings.
  • Attend meetings, training, and other work-related activities, including occasional statewide and national travel.
