TotalEnergies Marketing Puerto Rico (TEMPR) recherche un Gestionnaire des achats et des contrats pour piloter l’approvisionnement en équipements, biens et services et manager les fournisseurs. Vous mènerez des activités d’achat stratégiques sur plusieurs catégories et chercherez des offres plus rentables afin de soutenir les objectifs locaux.

Le rôle implique une interaction avec les prescripteurs internes, la centrale achats et les fournisseurs, tout en assurant conformité et performance HSE.

Activités

To support our operations, we need a Procurement & Contract Manager that is responsible for sourcing equipment, goods and services and managing vendors. Performs strategic procurement activities across multiple categories of spending and search for better deals and find more profitable suppliers.

Purchasing:

  • Develop, lead and execute purchasing strategies to achieve savings goals for the affiliate in compliance with company rules (Purchasing, Safety HSE, Compliance).
  • Build a culture and apply cost savings measures.
  • Track and report key functional metrics to reduce expenses and improve effectiveness.
  • Lead negotiation strategies and closing deals with optimal terms.
  • Establish annual purchasing plans and budget.
  • Conduct and manage calls for tenders in line with TotalEnergies procedures.
  • Negotiate prices and credit terms with suppliers.
  • Assist internal customers in the preparation of purchasing scope of work, and preparation of contracts.
  • Support employees to understand the purchasing procedures and monitors the application of them.
  • Send to Group's purchase department timely reporting and fill Global contracts information.
  • Create service materials in SAP (CAT management).

Suppliers & Contract Management:

  • Conduct supplier assessment for goods or services to be acquired.
  • Manage qualification of new suppliers in regards to Group's requirements, creations and supervise modifications made in SAP by the Shared Service Center.
  • Evaluate and monitor key suppliers' performance in terms of compliance, quality, timely delivery, etc.
  • Ensure that the approved contractors/vendors list is updated and available.
  • Partner with stakeholders to ensure clear requirements of documentation such as insurance and HSE.
  • Meet One-MAESTRO HSE Expectations - Principle 5 "Contractors and Suppliers'
  • Ensure contracts are in place according to M&S rules.

Other:

  • Pilot of MAESTRO: Principle 5 Contractors and Suppliers. The role is to: contractors and suppliers are assessed and selected by considering their HSE performance, their ability to implement an HSE policy conforming to the entity policy, and to control the risks inherent to the activities under contract. Obligations and responsibilities in terms of HSE are clearly defined in the contracts, and the entity ensures that these stipulations are respected throughout the duration of the contract.
  • Responsible for ensuring compliance with MAESTRO’s principles, rules, procedures, among others, related to the job holder area and/or department, along with the implementation of the defined actions plan as a result of audits, inspections, visit, etc.
  • Member and active participant in the affiliate’s compliance committee in charge more specifically of Compliance issue related to Vendors such as PreRisk Analysis, Due Diligence…
  • This position is primarily based on an office environment, with occasional visits to the training center and terminal. The role involves exposure to open spaces, as well as essential physical requirements including standing, bending, and fine finger dexterity due to frequent use of computers and keyboards. Physical effort may include lifting objects up to 10 pounds intermittently. The position may necessitate contact outside standard work hours. Limited travel outside of Puerto Rico may be required.

Additionally, ensure that the process is followed by:

  • Responsible for sourcing equipment, goods and services and managing vendors. Performs strategic procurement activities across multiple categories of spending, search for better deals, and find more profitable suppliers. Full understanding of existing procedures in order to assure compliance (e.g. ensure compliance, transparency of call for tender process). Achieve optimal purchasing terms, quality, delivery, cost and safety- Reach significant savings and cost reduction, so as to adhere to yearly budget.
Profil du candidat

The requirements for this position are as follows:

  • Education: Possess a bachelor’s degree in business administration or related field, possessing a master’s degree in a related field is highly preferred.
  • Experience: 5 years or more of related experience performing a similar role.
  • An equivalent combination of relevant education and experience may be considered.
  • Bilingual in English and Spanish, both written and spoken.
  • Proven supervisory skills, communication skills (both written and spoken), ability to prioritize tasks, working in a fast-paced environment, ability to adapt easily to changing conditions, and working in a highly regulated and controlled environment. Ability to gather and analyze data and to work with figures, possess solid judgement along with decision making skills, strong leadership capabilities, possess capacity to prioritize tasks, and ability to adapt easily to changing conditions.
  • Proficient computer skills (Office package, SAP)
