Job summary

The City of Houston is seeking a proactive Management Analyst IV to support the DWO Branch of the Houston Water Division within Financial Management Services. You will handle procurement, budget analysis, and contract interpretation in a fast-paced public sector environment.

Ideal candidates have a degree in public administration, business or finance and at least six years of related experience, with SAP experience preferred.

Qualifications

• Requires Bachelor's degree in public admin, business admin, finance or related field.
• Six years of professional experience in accounting, budget analysis, finance or public administration.
• Master's degree may substitute for two years of experience.
• Experience with procurement, contracts and budgets; knowledge of procurement regulations.
• Proficiency in MS Office and enterprise finance software; SAP preferred.

Responsibilities

• Create SAP requisitions for DWO cost centers (O&M and capital).
• Review purchase orders for completeness, accuracy and policy compliance.
• Support operations and respond to queries and correspondence.
• Research vendors and assess availability of quality materials and services.
• Interpret and disseminate procurement policies and procedures.
• Interpret contract provisions and ensure requests align with contracts.
• Provide guidance to staff to meet operational goals.
• Prepare reports, analyze datasets, and maintain purchase records.
• Stay updated on industry standards and supplier information.
• Create training presentations and develop performance indicators and SOPs.
• Coordinate budget season and procurement issues for capital and non-capital items.
