Qualifications

  • Bachelor's Degree in public administration, business administration, or related field; and three (3) years of progressively responsible advanced level contract administration and compliance, and bid/proposal administration experience; or an equivalent combination of education, training, and experience.
  • A valid State driver's license is required.

Responsibilities

  • Works independently in developing and coordinating complex contracts for commodities or services with multiple departments; researches, develops and maintains vendor product information lists; surveys multiple departments to determine product and service needs.
  • Assists in developing and defining contract specifications; writes solicitations for bids (e.g., Request for Proposals, Requests for Quotations, Invitations to Bid); analyses and determines most appropriate contract types to reduce City's exposure to risk.
  • Reviews findings for accuracy, cost-effectiveness, adherence to standards, codes, and City policies and procedures; identifies operational problems and formulates appropriate solutions.
  • Communicates and acts as a liaison between vendors and department users to develop compromises and resolve contractual problems or complaints; organizes, directs, and leads negotiating teams in evaluating and negotiating contracts.
  • Develops and presents training sessions for City staff on purchasing related procedures and policies; markets City awards to other political subdivisions when applicable.
  • Handles high-risk, high-volume and high-dollar value purchasing projects
  • Supervises, assigns, and evaluates work of subordinate staff.
  • Performs other duties as assigned.

Summary:

  • Under general direction, purchases, negotiates, and provides an advisory role to City departments in the development of multi-year and/or multi-departmental contracts, and awards for professional services, consultant services, materials, supplies, and equipment; ensures adherence to established procurement procedures; and performs other related duties as required.
  • The Procurement Contract Specialist is a specialized class in the purchasing series assigned to the Finance Department and reports to the Purchasing Division Manager.
  • Positions are assigned the full span of City purchasing responsibility which includes assisting and advising departments in selection of the most equitable and efficient solicitation process, negotiations, and for major contract implementation.
  • The Procurement Contract Specialist may supervise support staff and lower levels within the purchasing series.
  • The Procurement Contract Specialist is distinguished from the class of Purchasing Division Manager by the former having assignment to more complicated tasks, independence in procurement methods and solicitation processes used, high dollar and complexity, and the multiplicity of contracts employed.
