Qualifications

• 3+ years hands-on IT software and SaaS procurement experience.
• Experience managing software portfolios, contract renewals, and vendor negotiations.
• Familiar with IT products, cloud licensing models.
• Strong communication and stakeholder management with Legal, Finance, and InfoSec teams.
• On-site training 3–4 weeks followed by a hybrid schedule (4 days remote / 1 on-site per week).

Responsibilities

In this role, you will play a critical part in shaping the agency's technology landscape by managing high-impact software portfolios and guiding strategic IT investments.

Here’s What You’ll Be Doing

• Managing end-to-end IT software and SaaS acquisitions, from initial requirement gathering through contract execution.
• Directing software contract renewals, license optimization initiatives, and vendor negotiations to maximize cost-efficiency.
• Collaborating closely with IT, Legal, Finance, and InfoSec teams to ensure regulatory compliance and operational alignment.
• Developing and evaluating solicitation documents, including Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFI).
• Analyzing vendor performance and market research to provide objective supplier selection recommendations.

Here’s What Our Ideal Candidate Has

• Minimum of 3 years of hands-on experience in IT software and SaaS procurement.
• Proven background managing software portfolios, contract renewals, and software vendor negotiations.
• Strong familiarity with IT products, services, and cloud-based software licensing models.
• Excellent communication and stakeholder management skills, with experience partnering alongside Legal, Finance, and Information Security teams.
• Local availability for initial on-site training (3-4 weeks) followed by a flexible hybrid schedule (4 days remote / 1 day on-site per week).
