The Air Force Nuclear Weapons Center (AFNWC) seeks a full-time NH-1102-03 Procurement Analyst 009326551M to ensure our nation’s most powerful weapon systems are never doubted, always feared. Value of Position (VoP): NH-1102-03 which has a typical 2026 salary range of $76,463– $118,204 (basic salary without locality included) Locality for the Hill area is 17.06% of basic salary ** If your current basic salary is within the band, but above the VOP range, your basic salary will not be reduced if you are selected for the position. The position will serve as a general Policy and Programs Analyst focused on process, policy, and analytics, providing guidance and support across the AFNWC Contracting Enterprise. This position supports the AFNWC Director of Contracting and the requirements portfolios of Program Acquisition Executives for Intercontinental Ballistic Missiles (ICBM), Nuclear Command, Control, and Communications (NC3), and Nuclear Air Delivered (NAD); enterprise wide strategic sourcing initiative or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems, and program and equipment that are not well defined or span successive program stages.   • Provides business, policy, process, and pricing advice and perform pre-award and post-award functions for a wide variety of highly specialized procurements of significant importance to the agency.
  • Performs special assignments and projects to support management operations, represent the office at seminars or conferences, and participate in or conduct training sessions.
  • Researches and interprets procurement policies, guidelines, and other applicable documentation to provide timely and valid responses to procedural questions.
  • Ensures guidance is consistent with Federal, Department, and Agency procurement regulations, policy directives and instructions, and other legal precedents
  • Develops, publishes, and maintains guidance materials to inform, clarify, and explain regulatory and policy changes for the organization
  • Provides oral and written guidance and advice on policy and procedures to stakeholders
  • Makes recommendations to ensure each acquisition is conducted in an efficient manner incorporating the latest policies and initiatives
  • Advises and assists leadership, contracting specialists and program managers on the development of acquisition objectives and the development of contractual vehicles using a wide range of contract types and complex pricing arrangements
  • Advises program officials on acquisition plans, source selection plans and other key supporting contract documents throughout the acquisition process.
  • Collaborates with other procurement analysts within AFNWC and across the Air Force as needed.
  • Generates training material and conducts training of contracting personnel to improve organization performance. KNOWLEDGE, EXPERIENCE, AND SKILLS:
  • At least two years of specialized experience as an 1102 Procurement (Policy) Analyst advising major systems acquisition contracting, and
  • At least two years of specialized experience as an 1102 Procurement (Price/Cost) Analyst supporting major systems acquisitions
  • Desired: Expertise in a wide variety range of contracting methods and types
  • Desired: Excellent communication, tact, diplomacy, networking, and listening
  • Desired: Experience advising acquisition teams using Other Transaction Authorities and Commercial Solutions Openings
  • Desired: Experience generating content and providing contract policy and process training REQUIREMENTS FOR THE POSITION:
  • U.S. Citizenship
  • DAWIA Contracting Professional Certification.
  • Active Secret clearance with ability to obtain and hold a TS/SCI security clearance. Failure to obtain or maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Current or previous earned unlimited DAF contracting officer warrant.
  • This is a drug testing position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • A bachelor\'s or higher degree from an accredited institution is required; courses in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management are highly valued.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The position requires recurring travel and may be required to travel by military or commercial aircraft in the performance of assigned duties.
