Job summary

Air Force Civilian Service seeks a Program Analyst/Senior Technical Advisor to support USSTRATCOM/J8 at Offutt AFB, NE. You will partner with the Division Chief to lead division efforts, provide technical expertise, and coordinate with leaders to advance DoW and global defense capabilities.

Requirements include 6–9 years of experience, U.S. citizenship, and the ability to handle sensitive information. Situational telework is authorized; travel up to 25% may be required.

Job description

The Air Force Civilian Service (AFCS) is looking for a Program Analyst/Senior Technical Advisor (NH-0343-04) to work at USSTRATCOM/J8 at Offutt AFB, NE.

Partners with the Division Chief to lead Division efforts and personnel. Provides Technical expertise to the Division Chief for all Division responsibilities (EMSO, Cyber, NC3, Missile Warning, ISR, Conventional Nuclear Integration, Planning/C2 Networks). Leads USSTRATCOM/J84 integration, advising on SAP/STO, Space, Cyber & NC3. Coordinates with GOFO/SES leaders to advance global defense capabilities. Research Space, Cyber, NC3 & CJADC2 to advise on DoW requirements. Develop program goals and coordinates across agencies for global integration. Leads stakeholder relations, solves complex issues, and drives critical projects within DoW.

Salary: $127,033 - $140,180

Situational telework authorized

Travel: up to 25%

Qualifications

  • U.S. Citizenship required.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Controlled Access Program information, Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Knowledge of a wide range of qualitative and/or quantitative methods and techniques to lead and/or participate in the assessment and improvement of command-level plans and programs for conducting major operations such as advocating future concepts and mission capability needs; emerging technology; Planning, Programming, Budgeting, and Execution (PPBE); Joint Force Requirements Process (JFRP); acquisition; special operations; or similar operations.
  • Knowledge of Department of War (DoW), JCS, and unified command policies, functions, and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service Programs.
  • Knowledge of strategic deterrence; Conventional Nuclear Integration (CNI); Combined Joint All-Domain Command and Control (CJADC2); Nuclear Command, Control, and Communications (NC3); space operations, Intelligence, Surveillance, and Reconnaissance (ISR); Electromagnetic Warfare (EW), Joint Electromagnetic Spectrum Operations (JEMSO); cyber operations; Global Data Integration (GDI); and mission areas, technology, planning, and development, to include SAP and STO, sufficient to apply program expertise to the assessment of mission capability needs.
  • Skill and ability to apply procedures, requirements, regulations, and policies to include SAP and STO activities.
  • Ability to analyze and assess system or portion of a major system’s acquisition; to analyze data to determine the validity of operations objectives and to identify support requirement deficiencies; and to establish relationships between the participants involved in program development. Should be able to evaluate the requirements in the areas of funding, manpower, intelligence support, facilities, and services needed to support the program.
  • Ability to negotiate complex issues; and ability to maintain good working relations with diverse groups and executive-level management throughout the agency.
  • Ability to plan, organize, direct, and supervise the functions and activities of small to medium sized working groups; to lead and oversee others in studies and/or projects; and to negotiate effectively with senior analysts and management to accept and implement recommendations where proposals involve substantial resources and/or require extensive changes in established concepts and procedures.
