Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time NH-0301-04 Program and Resource Specialist to serve as the Chief, Weapons Generation Facilities (WGFs) Sustainment to work in the Air Force Nuclear Weapons Center (AFNWC), Program Management and Integration Directorate (PI), Kirtland AFB, NM. Value of Position (VoP): NH-0301-04 (90) which has a typical 2026 salary range of $107,446– $134,726 (basic salary without locality included). Locality for Albuquerque-Santa Fe area is 18.33% of basic salary. If your current basic salary is within the band, but above the VOP range, your basic salary will not be reduced if you are selected for the position. AFNWC needs an experienced leader to ensure 24/7 WGF operational availability (Ao) through effective life-cycle sustainment. The incumbent integrates planning/budgeting and daily execution of service Contractors, Installation Civil Engineering and Base Operating Support (BOS) via Facility Sustainment Restoration and Modernization (FSRM), logistics/facility maintenance, parts storage and supply chain support. All of this while simultaneously ensuring configuration control of the WGFs so they remain nuclear certified. Proactively sustains the WGFs to enable U.S. nuclear ICBM and Bomber deterrence operations. The incumbent leads and manages all WGF sustainment activities and serves as the key advisor to higher-level leadership on the effectiveness of various WGF support projects and operations. The Chief of Sustainment implements the Life Cycle Sustainment Plan (LCSP) and leads/manages the WGF plant managers at seven Air Force Bases. Tailors and/or standardizes sustainment activities appropriately and incorporates lessons learned across all WGFs. Formulates sustainment goals, establishes metrics and manages life cycle costs. Serves as the champion for getting necessary resources to optimize system availability and reliability. Participates in WGF Program Office cross-functional Integrated Product Teams (IPTs), working closely with the PI Director, Program managers and Product Support Manager (PSM) as appropriate. Collaborates with high-level partners across National Laboratories, DTRA, SAF/HAF, MAJCOMs, AFMC Centers and various Civil Engineering squadrons to align and execute vital WGF sustainment and facility nuclear certification.
MAJOR DUTIES:
  • Leads, plans, manages and reports on all WGF sustainment-related activities, ensuring maintenance, repair and modification operations comply with laws, applicable Facility Codes and policies to satisfy validated warfighter requirements.
  • Develops near term and long-range sustainment goals & objectives to integrate routine, predictive and preventive maintenance, and ensures an effective supply chain strategy.
  • Authors Statements of Work/Performance Work Statements and budgets for contract support. Ensures efficient distribution of workload across all WGFs. Simultaneously ensures effective use of available WGF Program resources to achieve goals and objectives, and meeting mission requirements. Submits unfunded requests to funding panels when resources are inadequate.
  • Establishes review systems that ensure WGF sustainment requirements are validated and met, and that economy and quality of operations are tracked and improved where possible.
  • Establishes, monitors and reports key sustainment data/metrics, (e.g., Ao, Mean Down Time, life cycle costs, repair times, repeat/recur rates, parts availability, Facility Condition Index, etc.) to assess the effectiveness of product support.
  • Analyzes facts, ensures compatibility/consistency of interpretation, and applies sound logic and technical foundation for WGF Sustainment.
  • DESIRED EXPERIENCE:
  • Strong leadership and team management skills. Expert knowledge in sustaining complex industrial facilities and managing contractors and/or organic Plant Managers. Proficiency in data analysis and performance monitoring. Knowledge of contracting and sustainment processes. Ability to manage budgets and resources effectively.
  • Strong analytical and problem-solving skills. Expert knowledge of industrial facility sustainment engineering principles. Ability to identify and implement best practices. Experience with life cycle cost analysis and ability to lead continuous improvement initiatives.
  • General Knowledge of DoD 5000 series acquisition policy, product support policy, principles and practices including performance-based logistics principles. Exceptional strategic thinking and planning skills. Demonstrated ability to lead and influence cross-functional teams.
  • Thorough understanding of applicable regulations and policies related to complex industrial facility sustainment. Proficiency in data management, reporting and briefing Air Force senior leaders. Attention to detail and commitment to accuracy.
REQUIREMENTS FOR THE POSITION:
  • United States Citizenship
  • Must have a current SECRET or higher security clearance
  • Must be able to obtain and maintain a Top-Secret/SCI security clearance.
  • Employee may be required to work extended or other than normal duty hours, including evenings and weekends, and may be subject to recall. Overtime/comp time/credit hours may be required.
  • Work will occasionally require travel away from normal duty station on military/commercial aircraft.
  • Position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
  • This is a drug testing designated position. The incumbent is subject to pre‐employment drug testing as a condition of employment, and participation in random drug testing.
