Job summary

The State of Indiana seeks a procurement professional to support governance, ensure process compliance and improve contract administration across agencies. The role reports to the governance team and involves analyzing data, drafting contracts and negotiating terms.

About the Indiana Department of Administration (IDOA):
IDOA helps to ensure the smooth function of state government, finding efficient and effective solutions to government-wide needs.

Role Overview:

This position will be part of the Governance team. This team is responsible for assisting category directors to ensure compliance with processes, standardize and document procedure, and find areas for improvement in the procurement department.

The salary for this position traditionally starts at$53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day in the Life:

The essential functions of this role are as follows:

  • Provide direction, guidance and assistance to agency staff, vendors, and other stakeholders related to procurement.
  • Assist with problem resolution and administration of contracts.
  • Assist with communication between vendors, the agency, and employees.
  • Assist with maintenance of vendor contacts to investigate discrepancies, exchange information, and resolve issues.
  • Troubleshoot problems related to procurement including system issues or discrepancies.
  • Provide input on solutions and suggestions for improvements to administration and execution of contract management, procurement, and supplier performance.
  • Create and interpret complex quantitative and qualitative analyses, forming hypotheses, synthesizing conclusions, and assisting to implement change.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Basic knowledge of the principles of complicated contract management and negotiation is required.
  • Ability to assist with client relationship development, problem identification, analysis, and resolution, data-intensive analysis, negotiate contracts, and resolve conflicts.
  • Ability to assist with the drafting of complex contracts for commodities and services.
  • Familiarity with and/or knowledge of PeopleSoft E-Procurement or another ERP (Enterprise Resource Planning) Procurement and Financial system is preferred.
  • Basic knowledge of contract management principles to various commodities and services.

A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 3+ years of experience in vendor/contract management, supplier performance, sourcing, or procurement experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
