Job summary

ICF is seeking an experienced Principal Subcontracts Administrator to lead high-value, high-risk subcontracting matters and to advise business leadership on policy and risk mitigation.

You will interpret FAR/DFARS, support CPSR readiness, and mentor staff while partnering with Capture and Business Development to shape supplier strategy in Reston, Virginia. This role requires extensive federal contracting experience and executive collaboration.

Qualifications

  • 6+ years of progressively responsible subcontract administration experience.
  • Extensive federal government contracting experience.
  • Demonstrated expertise negotiating highly complex subcontract agreements.

Responsibilities

  • Lead development and negotiation of high-value, high-risk subcontract agreements.
  • Develop acquisition and subcontracting strategies supporting strategic business initiatives.
  • Serve as escalation resource for complex contractual disputes and supplier negotiations.
  • Evaluate enterprise-level subcontracting risks and advise management on mitigation strategies.
  • Interpret FAR, DFARS, agency supplements, customer requirements, and internal policies.
  • Provide guidance regarding CPSR readiness, audit compliance, consent requirements, OCI, supply chain compliance, and socioeconomic obligations.
  • Participate in development of subcontract policies, templates, procedures, and training materials.
  • Recommend process improvements and automation opportunities.
  • Advise Capture and Business Development teams on supplier engagement and subcontracting strategy.
  • Mentor Subcontracts staff across multiple levels, and represent the function in governance forums.

Job description

Recognized as a functional subject matter expert responsible for leading highly complex subcontracting matters involving elevated contractual, financial, operational, regulatory, and reputational risk. Serves as a strategic advisor to business leadership and supports enterprise initiatives, policies, procedures, and best practices.

Pay Range

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is: $108,006.00 - $183,610.00 Reston, VA (VA30)
