Qualifications

• Bachelor’s degree in business administration or related field and typically 2 or more years of relevant experience.
• Proficiency with Microsoft Office (Word, Excel, Outlook, Teams).
• Experience interpreting technical/programmatic data.
• Ability to utilize research and analysis methods.
• Strong time management and organization skills to prioritize tasks and meet deadlines.
• Flexibility and adaptability to changing circumstances and environments.
• Ability to work independently and as part of a team to achieve goals and objectives.
• Strong communication skills to effectively interact with team members and stakeholders.

Responsibilities

• Review and summarize RFPs, RFQs, and SOWs to ensure compliance with contracting regulations.
• Ensure adherence to approved labor categories and pricing data.
• Analyze data and industry pricing trends; conduct cost analysis.
• Participate in proposal kick-off meetings and define pricing requirements/schedules.
• Work with the Proposal Manager to facilitate the proposal approval process.
• Provide pricing negotiations support as needed.
• Assess input from proposal team, document findings, and advise on sufficiency.
• Collaborate with cross-functional teams including proposal, accounts, and HR.
• Advise on pre-contract discussions and contract negotiations.
• Perform account-based analyses on competitive cost, price trends and historical bid points.
