Job summary

OWL Services LLC is seeking a detail‑oriented Prevailing Wage & Certified Payroll Specialist to manage end‑to‑end payroll operations for our multi‑state workforce. This role ensures absolute compliance with federal, state, local wage laws, and project labor agreements.

You will act as the primary gatekeeper for certified reporting, CPR filings, and audit readiness. Related payroll software and CRA experience are essential for success.

Qualifications

  • 3+ years of full-cycle payroll experience focused on construction, public works, or government contracting.
  • Experience using electronic reporting software (LCPtracker, DIR portals) and ERP/payroll platforms (ADP, UKG, Dayforce).
  • Deep understanding of the Davis-Bacon Act, state prevailing wage regulations, and union agreements.
  • CPP designation is a major plus.

Responsibilities

  • Manage end-to-end payroll operations for multi-state workforce, ensuring accuracy and timeliness.
  • Prepare, review, and file weekly Certified Payroll Reports (CPRs) using owner portals like LCPtracker or eMars.
  • Interpret wage determinations to classify workers correctly and ensure compliant pay rates.
  • Act as primary contact for audits, inquiries, and payroll discrepancy resolution.

Full Time Indirect Remote, US

Salary Range: $70,000.00 To $85,000.00 Annually

We are seeking a detail‑oriented Prevailing Wage & Certified Payroll Specialist to manage end‑to‑end payroll operations for our multi‑state workforce. This role is critical to ensuring our absolute compliance with federal, state, and local prevailing wage laws, Department of Labor regulations, and project labor agreements. You will act as the primary gatekeeper for certified reporting and audit readiness.

Key Responsibilities:
  • Certified Payroll Processing: Prepare, review, and electronically file weekly Certified Payroll Reports (CPRs) using project owner portals like LCPtracker or eMars.
  • Wage Determination Management: Interpret state and federal wage determinations to ensure field workers are classified correctly by trade and paid precise mandatory base rates.
  • Fringe Benefit Administration: Reconcile and calculate hourly fringe benefit payouts, employer contributions, and union dues to verify total compensation accuracy.
  • Subcontractor Oversight: Review subcontractor certified payroll records to ensure compliance across the entire project pipeline.
  • Audit & Discrepancy Resolution: Function as the primary contact for internal and external labor audits, agency inquiries, and payroll discrepancy resolutions.
Qualifications & Skills:
  • Experience: 3+ years of full-cycle payroll experience specifically focused on construction, public works, or government contracting.
  • Technical Proficiency: Extensive experience using electronic reporting software (LCPtracker, DIR portals) and ERP/payroll platforms (e.g., ADP, UKG, or Dayforce).
  • Knowledge Base: Deep understanding of the Davis-Bacon Act, state-specific prevailing wage regulations, and union collective bargaining agreements.
  • Certifications (Preferred): Certified Payroll Professional (CPP) designation is a major plus.
