Job summary

Mortenson Construction seeks a Finance Compliance Manager-Prevailing Wage and IRA to lead a team overseeing the company’s prevailing wage and apprenticeship compliance across multiple states in the energy sector.

You will review contracts, determine IRA applicability, and translate requirements into project workflows while coordinating with Legal, Payroll, HR, and project teams to reduce compliance risk. Strong leadership and Excel skills are required.

Qualifications

• Bachelor's degree in accounting, finance, business or related field (or equivalent experience)
• 7+ years of experience in prevailing wage compliance, payroll compliance, project accounting/finance compliance, labor compliance, or audit
• Experience supporting audits and issue remediation
• Prior people management experience preferred
• Excel proficiency and comfort with payroll/timekeeping/ERP systems
• IRA apprenticeship tracking/reporting and/or certified payroll reporting experience preferred
• Experience with compliance platforms (e.g., LCPtracker) and document management practices
• Knowledge of prevailing wage compliance concepts
• Ability to interpret and apply IRA prevailing wage and apprenticeship provisions and translate requirements into processes
• Strong reconciliation and data analysis skills in Excel
• Leadership and project management skills across multiple projects
• Clear written and verbal communication skills
• Strong documentation discipline and audit readiness
• High integrity and confidentiality

Responsibilities

• Own the prevailing wage and IRA apprenticeship compliance program for projects, including procedures and documentation standards
• Review contracts to determine applicability; translate requirements into project setup and workflows
• Manage and develop team members through hiring, onboarding, training, and performance reviews
• Set team goals, SLA expectations, and prioritize across projects
• Ensure compliant contract documents and pay determinations for union/nonunion projects
• Oversee certified payroll and reporting processes and reconcile to payroll records
• Maintain audit-ready project files with evidence, determinations and versioning
• Monitor IRA requirements and coordinate corrective actions with leadership
• Serve as primary contact for compliance questions and document interpretations
• Coordinate audits: manage requests, provide support, track findings
• Oversee subcontractor compliance, fringe benefit documentation, checks
• Establish quality controls and monitor classifications and fringe calculations
• Deliver training materials and improve systems/templates/workflows
• Lead initiatives as assigned
