Job summary

CAMP Facility Services seeks an experienced Preconstruction Manager to own budgeting, competitive buyout, and project commitments for Operations projects. You will bridge sold work and built work, maintaining the budget of record and supporting margins.

You will coach PMs on budget discipline, coordinate with Sales, Estimating, and Operations, and ensure accurate subcontracts and buyout strategies before mobilization. Reports to the General Manager.

Qualifications

• Ability to read, develop, and manage detailed project budgets and cost sheets.
• Strong quantitative, analytical, and financial discipline.
• Experience with competitive subcontractor buyout and subcontract negotiation.
• Experience coordinating with Sales, Estimating, and Operations teams.

Responsibilities

• Own the project budget from handoff through preconstruction and ensure budget of record is maintained.
• Lead subcontractor and material buyout with competitive bids and alignment to standards.
• Issue accurate subcontracts and purchase orders before mobilization with clear scope and terms.
• Coordinate with Subcontractor Management and Recruiting to maintain a competitive vendor base.
• Implement COE standards and provide local feedback to improve consistency.
• Own preconstruction RFI process and ensure clear cost impacts and budget updates.
• Support Sales and Estimating with constructability, pricing, and schedule feasibility.
• Develop realistic project schedules aligned with field execution.
