Job summary

CAMP Facility Services is seeking a Preconstruction Manager in Houston to own budgeting, competitive buyout, and project commitments for all Operations projects in the market. You will bridge sold work and built work, ensuring budgets are accurate and procurement aligns with margins.

The role requires coordinating with Sales, Estimating, and Project Managers, leading buyout efforts, and coaching teams on budget discipline. Strong communication and negotiation skills are essential for success.

Qualifications

• 5+ years of experience in preconstruction, estimating, buyout, or project management.
• Experience with competitive subcontractor buyout and subcontract negotiation.
• Ability to read, develop, and manage detailed project budgets and cost sheets.
• Strong quantitative, analytical, and financial discipline.
• Knowledge of subcontract terms, insurance requirements, PO processes, and commitments.

Responsibilities

• Own the project budget from Sales/Estimating handoff through preconstruction.
• Lead subcontractor and material buyout with competitive bids.
• Issue accurate subcontracts and purchase orders before mobilization.
• Manage subcontractor and vendor relationships and assess capacity/pricing.
• Implement COE standards for cost sheets, scopes, and qualification requirements.
• Oversee the preconstruction RFI process and budget updates.
• Support Sales/Estimating with constructability, pricing, and risk assessments.
• Develop realistic project schedules aligned with field execution.
• Lead buyout review sessions to drive accountability and resolve issues before work begins.
