Job summary

Envoy seeks a Pre-Construction Manager in Indiana to lead budgeting, scheduling, and cost control across multiple projects. You will guide design teams through program development, schematic design, and construction documentation while coordinating with municipal agencies, owners, and subcontractors.

You will develop budgets, maintain cost databases, and lead value engineering sessions, ensuring compliant and timely deliverables. Strong communication and organizational skills are essential.

Qualifications

• Bachelor's degree in construction management, Building Construction, Engineering, or related discipline preferred, but not required.
• Minimum 3 years of experience in public/private commercial construction, development, or estimating.
• Estimating software: Destini, PlanSwift, Onscreen or other similar takeoff software.
• Project management software: Procore or similar construction management software.
• Scheduling: MS Project and related tools.
• Document management: Google Workspace, PDF tools, Bluebeam Revu, Excel proficiency.
• Bid management: Building Connected or similar procurement platforms.
• Proven ability to produce conceptual and schematic budgets ranging from $5M-$50M.

Responsibilities

• Preconstruction planning and budgeting: manage estimates, budget development, risk analysis, and client communication.
• Prepare and refine quantity take-offs, cost estimates, and analyses with Chief Estimator.
• Coordinate with owners, developers, and vendors to secure permits and ensure code compliance.
• Lead procurement: RFQs/RFPs, bid documents, and subcontractor buyout.
• Maintain master scope-of-work templates and cost databases.
• Facilitate meetings and budget reviews with project teams.
• Oversee monthly billings and adherence to cost procedures.
