Job summary

Envoy, Inc. - Construction & Development is seeking a Pre-Construction Manager in Indiana to lead planning, budgeting, and coordination with design teams, owners, and subcontractors.

This role focuses on developing budgets, validating cost data, and guiding project teams through early design phases. The ideal candidate will have 3+ years in commercial construction/estimating, strong reading of plans, and proficiency with estimating and PM tools.

Qualifications

• Bachelor’s degree preferred, but not required.
• Minimum 3 years of experience in public/private commercial construction, development, or estimating.
• Proficiency in estimating software and project management tools.
• Strong ability to read plans and interpret specifications.
• Experience with cost planning and budgeting for multi-million-dollar projects.
• Familiarity with procurement platforms and bid management.
• Excellent written and verbal communication skills across project teams.
• Ability to lead meetings and coordinate with multiple stakeholders.
• Criminal background check required.

Responsibilities

• Lead preconstruction planning and budgeting, including risk analysis and client communication throughout all preconstruction phases.
• Prepare and refine quantity take-offs, cost estimates, and analyses with the Chief Estimator.
• Ensure adherence to design parameters by reviewing plans and documentation.
• Maintain historical cost databases and project estimate records; present costs and budget updates.
• Assist with RFQs/RFPs, bid documents, and procurement platform management.
• Support subcontractor buyout and award processes across multiple delivery methods.
• Lead internal meetings, design progress discussions, and budget reviews.
• Collaborate with owners/developers to secure permits and ensure compliance with codes.
• Facilitate value engineering and ensure clear communication among teams.
