Hooper, a century-strong electric power and mechanical contractor, seeks a Program Manager for Pre-Construction EPC Projects in Wisconsin. You will lead multiple substation and transmission line EPC efforts, coordinating engineering, permitting, procurement, and execution readiness.

You will manage schedules, budgets, risk, and stakeholder communication across teams, ensuring project readiness and alignment with client expectations while upholding Hooper’s safety and collaboration standards.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business, or a related field.
• Professional Engineer (PE), PMP, CCM, or equivalent certification preferred.
• 8+ years of experience in electric utility, power delivery, EPC, engineering, or construction environments.

Responsibilities

• Lead pre-construction activities for multiple EPC projects, focusing on substations and transmission lines.
• Coordinate with engineering, estimating, procurement, environmental, permitting, and client teams to ensure project readiness.
• Manage schedules, budgets, scope, and risk visibility across the program portfolio.
• Facilitate stage-gate reviews and ensure readiness before transitioning to construction.
• Support risk management, value engineering, and constructability reviews.
