Job summary

Hooper is seeking a Program Manager, Pre-Construction EPC Projects, to lead and coordinate pre-construction activities across multiple electrical substation and transmission line projects in the power industry.

You will serve as the primary liaison among engineering, estimating, procurement, environmental, permitting, and client representatives, ensuring schedule, budget, scope, and risk visibility across the portfolio.

Qualifications

• Bachelor's degree in Engineering or related field required.
• 8+ years in electric utility, power delivery, EPC, engineering, or construction environments.
• Direct experience with electrical substation projects (15kV–345kV preferred).

Responsibilities

• Lead pre-construction phase for multiple EPC projects; focus on substations and transmission lines.
• Establish and maintain program schedules, milestones, and deliverables across projects.
• Monitor progress; provide portfolio status updates, metrics, forecasts, and risk assessments.
• Ensure consistency in planning, documentation, and governance processes.
• Facilitate stage-gate reviews and readiness for construction.
• Coordinate with engineering teams for conceptual to detailed designs.
