The role focuses on building, maintaining, and enhancing web and mobile applications, with emphasis on consuming legacy COM+ services and integrating XML gateway interfaces.

The candidate will work with ITS staff to plan development strategies, design reports, and handle production incidents while ensuring security and performance requirements are met.

Qualifications

Scope of Work:

The HRA Eligibility Systems-POS Application Development unit within the Office of Enterprise Solutions Engineering is responsible for developing, maintaining and enhancing web and mobile applications required to support the agency’s mission of preventing and addressing hunger, poverty and homelessness. The unit is also dedicated to the testing of administrative systems that either develop or purchases, as well triaging and responding to data and analytics request necessary to monitor and report on key performance indicators such as capacity, census, and critical incidents occurring in the SNAP and CA eligibility systems. Many of the applications from the HRA Eligibility Systems unit, communicate with both internal and external systems and platforms like the NY State Welfare Management System (WMS), New York City – Work Accountability and You (NYCWAY) and other diverse data sources.

Tasks & Duties

• Develops and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
• Develops specifications for databases, communication systems, hardware, network, security, storage and software configurations.
• Develops structured diagrams for the specifications of databases, communication systems, computer or storage area networks, security or network programs.
• Develops, compiles, maintains and documents configurations of the following: databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems
• Develop operational and installation procedures for communication systems, hardware, network, security, storage and software
• Develop guidelines and upgrade techniques of new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security and client server systems.
• Applications enhancement and new feature tasks in PowerBuilder and Oracle database procedure and tables
• Application Edits and other business rules conversion to the new monitoring Tools.
• Web service and one viewer support and integration for the forms.
• To create and maintain Reports for upper management.
• Working on converting the consumption of Legacy COM+ applications to new XML Gateway services, including debugging, code review with design and QA, and developing.
• Work with ITS staff (e.g., managers, senior programmers, support staff, product manager) to plan program developing strategies, implementation planning, enhancements and changes
• Design reports, audit trails/logs, security mechanisms
• Provide assistance to ITS technical support staff when they are unable to resolve a program, database, or IT issue by themselves
• Occasionally contact customers as may be needed to clarify the intent of a new feature or resolve a problem
• Provide general programming assistance to other ITS programmers/projects as may be needed
• Handle production incidents: analysis, triaging, finding root cause and bug fixing
• Create unit test plan and data preparation
• Application Version controlling and compiling and distribution by phases

Required Skills
