Job summary
Electrical District No. 2 (ED2) of Pinal County is seeking a Power Systems Engineer to support design, maintenance, and operations of the district’s electric power systems.
The role emphasizes substations, SCADA, and protection schemes, with opportunities to progress across levels from I to Senior based on experience. The organization is a not-for-profit public power utility serving central Arizona, located between Casa Grande and Coolidge.

As our Power Systems Engineer, you will assist the Engineering and Operations team by serving as a subject matter expert in electrical system design, maintenance planning, operations support, and other responsibilities as needed.
This position will be filled as level I, II, III, or Senior, based on qualifications and experience. The successful Senior Engineer will meet all requirements of this position description. Level I, II, and III Engineers are not required to meet all listed requirements, but it is expected that such applicants be able to progress to the Senior level as he/she gains experience.

In this role, your responsibilities include:
- Designing and/or directing contractors in the design of the District’s power systems,
- Prepare specifications for the construction and installation of transmission and distribution equipment,
- Providing input into the annual capital budget for system improvements and additions,Verifying system conformance with design and operational standards,
- Coordinates operation and maintenance activities to ensure optimum utilization of power system facilities and meet customer demands for electrical energy,
- Maintains system models, engineering records and files.
- Develop and maintain procedures and documentation for all systems,
- Work with and assist employees of other departments within the District, as required
- Manage multiple, concurrent projects with unique demands,
- Analysis of transmission paths from an electrical and/or transmission rights perspective,
- Coordinate and develop capital and construction workplans, and related utility infrastructure projects.
- Evaluate and implement protection schemes and practices, including fusing, relaying, arc-flash, equipment sizing/rating, and other studies to ensure power system resiliency.

- Design/supervise the design of substations, distribution automation systems, SCADA, and other District assets,
- Coordinating Original Equipment Manufacturer (OEM) drawing review processes
- Work with the District’s Purchasing Department to procure equipment
- Estimating labor, material, construction, and equipment costs
- Performing Cost-Benefit Analyses for various proposed projects
- Coordinating construction, operation, and maintenance of electric power transmission lines and distribution systems
- Inspecting and testing of completed installations for conformance with design and equipment specifications and safety standards
- Coordinating development of the District’s annual construction and capital workplans
- Technical analysis of various complexities, commensurate with the Engineer’s level.
The successful candidate shall demonstrate knowledge of the following:
- Three-phase power systems design and operation, including system protection principles
- Protective relay configuration and operation
- SCADA system design and operation
- Data communications protocols, including DNP3 and Modbus
- Systems configuration management principles
- Power systems equipment, including:
- Power Transformers
- Electrical Switchgear
- Instrument Transformers
- Air Switches
- AC/DC Panelboards
- Station Service Batteries & Equipment
- Other ancillary system equipment.
- Computer system networking principles
- Demonstrated knowledge of power SCADA systems
- Demonstrated proficiency with AutoCAD
- Demonstrated proficiency with Milsoft modeling software, or similar power system models
- Familiarity with medium- and high-voltage systems
- US Citizen or ability to legally work in the US
- Strong troubleshooting and problem-solving skills
- Able to communicate clearly, confidently, and professionally with contractors and coworkers (both technical and non-technical in nature)
- Must be willing to work long hours and weekends when required due to outages
- Perform other duties as assigned.
- Be a team player and promote a positive culture for the District.
- Associates of Applied Science in Power Systems technology or other related field,
- Familiarity with power utility operations.
- Bachelor of Science in Electrical Engineering or related field,
- Demonstrated knowledge of more than half of the requirements of this job description,
- Minimum of three years of experience.
- Bachelor of Science in Electrical Engineering or related field,
- Demonstrated knowledge of more than 75% of the requirements of this job description,
- Ability to work with minimal direction from supervisors
- Minimum of six years of experience.
- Bachelor of Science in Electrical Engineering or related field,
- Ability to coordinate work for junior engineers and facilitate development of all elements of capital workplans.
- Demonstrated knowledge of all the requirements of this job description, minimum of ten years of experience.
*At management's discretion, candidates may substitute 3-5 additional years of relevant experience in place of a Bachelor's degree.*
Our headquarters is located between Casa Grande and Coolidge, Arizona, approximately 45 minutes south of the Phoenix East Valley. This location allows flexibility to live in the Southeast Valley or closer to the rural communities we proudly serve.

The salary range: for this position is $80,000.00 - $155.000.00 - per year, with placement within the range based on experience and qualifications.
