Preserves and governs the Position Management Process while adding governance over the financial impacts of staffing across the full TD&O workforce – monitoring, managing, and measuring the cost tied directly to every resource, both full-time employees (FTE) and contingent workers (CW). Ensures every position is tied to funded demand, gearing ratios, and portfolio affordability before authorization, partnering across Workforce Strategy, the TD&O Portfolio Team, First Line Risk, and Finance.
