Job description

POSITION SUMMARY

The Portfolio Management Analyst is responsible for supporting and advancing the operational, financial, physical, and strategic performance of the St. Louis Housing Authority's real estate portfolio and related housing initiatives. The position provides oversight and analysis of property performance, management operations, financial condition, regulatory compliance, portfolio risk, and long-term sustainability. The position also supports strategic initiatives involving redevelopment, repositioning, housing choice, homeownership, and asset building and other opportunities that advance the Authority's mission and maximize the value and impact of its real estate and financial resources.

REQUIRED QUALIFICATIONS:

Bachelor's degree in Business Administration, Finance, Real Estate, Public Administration, Urban Planning, Accounting, Construction Management, or related fields. A minimum of five (5) to seven (7) years of progressively responsible experience in asset management, property management, real estate, affordable housing, public housing, finance, redevelopment, or a related field is required. An equivalent combination of education, training, certifications, and relevant experience may be considered. Experience with affordable housing, public housing, multifamily real estate, HUD programs, property management systems, financial analysis, capital planning, redevelopment, or management-agent oversight is preferred. Supervisory or project management experience is preferred.

Must possess and maintain a valid driver's license and be insurable under the Authority's automobile insurance requirements, as applicable.

DUTIES AND RESPONSIBILITIES
  1. Portfolio Performance and Asset Management
  • Monitor and evaluate the overall operational, financial, and physical performance of assigned properties and assets.
  • Develop and maintain appropriate performance measures, reports, dashboards, and other tools to identify trends, risks, deficiencies, and opportunities for improvement.
  • Monitor occupancy, vacancy, leasing, maintenance, resident service, and other key operational indicators.
  • Conduct regular property and portfolio reviews and recommend strategies to improve performance and long-term sustainability.
  • Identify underperforming assets and work with appropriate departments and stakeholders to develop, implement, and monitor corrective action plans.
  1. Financial Performance Monitoring
  • Review and analyze the financial performance and condition of assigned Asset Management Projects (AMPs) and other Authority assets.
  • Monitor budgets, actual operating results, income and expenses, balance sheet activity, accounts receivable, accounts payable, security deposit activity, liquidity, and other relevant financial indicators.
  • Identify significant variances, adverse trends, unusual activity, and potential financial risks.
  • Work collaboratively with Finance, Property Management, and other appropriate departments to evaluate performance and recommend corrective actions.
  • Prepare financial and operational analyses to support executive decision-making and long-term asset planning.
  1. Regulatory Compliance and Risk Management
  • Monitor applicable HUD requirements, regulations, notices, handbooks, and other requirements affecting the Authority's assets and operations.
  • Identify emerging compliance and operational risks and assist in developing strategies to address and mitigate those risks.
  • Monitor corrective actions arising from inspections, audits, monitoring reviews, internal assessments, or other performance evaluations.
  • Assist in identifying opportunities for improved policies, procedures, training, systems, and operational controls.
  1. Asset Preservation
  • Support the development and implementation of strategies to preserve and improve the Authority's real estate assets.
  • Work collaboratively with departments to identify and prioritize asset preservation needs.
  1. Strategic Initiatives and Portfolio Development
  • Support strategic planning and special initiatives involving the Authority's real estate portfolio and related housing programs.
  • Provide operational, financial, and real estate analysis to support redevelopment, repositioning, homeownership and other strategic initiatives.
  • Assist in evaluating opportunities to maximize the use and value of Authority-owned property and other resources.
  • Support initiatives that expand housing choice, homeownership and other pathways that advance the Authority's mission.
  • Assist in evaluating strategic partnerships and opportunities involving lenders, developers, nonprofit organizations, real estate professionals, service providers, and other stakeholders.
  1. Reporting, Analysis, and Executive Support
  • Prepare and present regular reports, analyses, recommendations, and other information regarding portfolio performance, financial condition, operational risks, compliance, and strategic initiatives.
  • Provide timely information and recommendations to executive leadership regarding significant trends, emerging issues, and recommended actions.
  • Participate in cross-functional meetings, strategic planning activities, and special projects.
  • Perform other related duties and responsibilities as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of principles and practices of asset management, property management, real estate operations, and portfolio performance.
  • Knowledge of financial statements, budgets, operating performance, and financial analysis.
  • Knowledge of multifamily housing, affordable housing, public housing, or other real estate programs.
  • Knowledge of applicable federal, state, and local regulations affecting housing and real estate operations.
  • Ability to analyze complex financial, operational, and performance information and develop practical recommendations.
  • Ability to identify risks, evaluate alternatives, and develop strategies to address complex operational and asset management issues.
  • Ability to develop and monitor performance measures, corrective action plans, and other accountability tools.
  • Ability to communicate effectively, both orally and in writing, with executive leadership, employees, management agents, contractors, residents, government agencies, and other stakeholders.
  • Ability to establish and maintain effective working relationships and lead cross-functional initiatives.
  • Ability to manage multiple priorities and projects in an environment of changing needs and priorities.
  • Proficiency with applicable financial, property management, reporting, and data analysis systems.
  • Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
  • Ability to monitor multiple activities simultaneously.
  • Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
