Job summary

Nava is seeking a Policy Strategist to help government partners navigate Medicaid policy and translate analysis into practical recommendations. This role supports an integrated eligibility platform, working with product, design, and engineering to ensure compliant, user-centered outcomes.

You will conduct cross-jurisdictional policy research, define research plans, and translate findings into decisions and actionable guidance, while staying current on legislation and program operations.

Qualifications

• 3+ years of policy analysis experience or relevant graduate-level education.
• Hands-on experience researching and interpreting policy using statutes, regulations, or agency guidance.
• Self‑directed and comfortable working independently with minimal supervision.
• Excellent verbal and written communication skills in policy contexts.
• Ability to document research processes, findings, and recommendations clearly and concisely.
• Experience with Medicaid eligibility and enrollment policy (applications, verification, renewals, notices, appeals).
• Experience with agile delivery and human-centered design processes.

Responsibilities

• Interpret policy findings to improve program processes, operations, or technology.
• Identify policy questions, propose approaches, and progress when work is not fully defined.
• Policy Translation & Implementation.
• Partner with cross-functional teams to translate policy into system behavior, workflows, and user experiences.
• Identify regulatory constraints, risks, and ambiguities and propose compliant solutions balancing compliance and user experience.
• Create policy briefs, decision frameworks, and process flows to support decision-making.
• Support testing and validation of policy implementation (scenarios and edge cases).
• Conduct landscape and cross-jurisdictional research to monitor evolving policies and translate them into implications for implementation, technology, and engagement opportunities.
• Build relationships with external partners to share Nava’s policy expertise.
