Position Overview

This position is accountable for development, maintenance, and uniform utilization of structure design and detailing policy, standards, and special provisions. Structure policy is published by the department in documents such as the Bridge Manual, Culvert Manual, All Bridge Design Memoranda, Guide Bridge Special Provisions, and associated details and base sheets. Structure policy uniformity is verified by the department. This position is also responsible for directing the preparation of the cost and time estimates for new bridge designs, products, and construction methods. The incumbent evaluates and recommends the use of new design and construction techniques, products, and materials.

Essential Functions
  • Directs the research and development of structural policies, standards, and special provisions.
  • Develops and maintains construction cost and time estimates of structures for utilization by the Federal Highway Administration (FHWA), central Bureau of Design and Environment, and districts.
  • Monitors and implements necessary revisions to all final structure project assemblies in liaison with the Project Coordination and Implementation Section of the central Bureau of Design and Environment.
  • Directs the development of special provisions for new products, materials and design, and construction techniques for use on structures.
  • Directs the maintenance and update of the Bridge Manual, Culvert Manual, and Seismic Manual.
  • Manages the staff responsible for the preparation of bridge and structure standards to ensure structural adequacy and completeness which include special structures for highway appurtenances, precast culverts, sound walls, and precast prestressed concrete beams.
  • Directs, trains, and motivates subordinates and other technical personnel within the Bridge Design Section, Bureau of Bridges and Structures (BBS), other Illinois Department of Transportation (IDOT) bureaus, and districts to ensure well-developed and competent staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Six years of experience in civil engineering.
Preferred Qualifications
  • Supervisory experience.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Strong oral and written communication skills.
Conditions of Employment

  • Requires occasional statewide travel with overnight stays.
  • Requires successful completion of a background check.
