Job summary

The State of Illinois is seeking a Specifications & Procedures Specialist (Engineering Technician IV) to develop policies and procedures guiding local, state, and federal highway projects. You will analyze technology trends and advise on legislative impacts while maintaining critical manuals for districts and local agencies.

Ideal candidates will have college-level civil engineering tech training or substantial engineering experience, plus strong MS Office and SharePoint skills.

Qualifications

  • Two years of college in civil engineering technology, pre-engineering or related field plus five years engineering experience.
  • Or seven years of engineering experience.
  • Strong computer skills including Word, Excel, Access and SharePoint.

Responsibilities

  • Develops policies, procedures, and specifications for local agency construction/maintenance projects.
  • Maintains BLRS Manual and other publications for districts and local agencies.
  • Analyzes new technology and disseminates information to district/local agency personnel.
  • Monitors impact of legislation affecting departmental/local transportation activities.
  • Coordinates legislative changes in Road and Bridge laws publication.

Position Overview

This position is responsible for developing specific policies, specifications, and procedure manuals that directthe implementation of local agency, federal, state, and motor fuel tax (MFT) of highway construction andmaintenance projects; analyzing and disseminating applicable technological advances to local agencies; andserving as the Bureau of Local Roads and Streets (BLRS) legislative analyst on the technical aspects oflegislation that impact the department’s responsibilities and local agency interests.

Essential Functions
  • Develops specific policies, procedures, and specifications that direct the implementation of a wide range of local agency construction and maintenance projects.
  • Maintains and administers the Bureau of Local Roads and Streets (BLRS) Manual and other procedural and informational publications for use by districts, consultants, and local agency personnel.
  • Analyzes and researches new technology and disseminates applicable information to district and local agency personnel.
  • Monitors and analyzes the impact and helps develop the BLRS’ and department's position on proposed legislation affecting departmental and local transportation activities.
  • Coordinates legislative changes in the "Road and Bridge and Other Related Laws of Illinois" publication.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of two years of college in civil engineering technology, pre-engineering or a job relatedtechnical/science curriculum PLUS five years of engineering experience; OR seven years ofengineering experience.
Preferred Qualifications
  • Working knowledge of local, state, and federal procedures and requirements as they apply to localagency construction and maintenance projects.
  • Strong computer skills including, but not limited to, Microsoft Office products with an emphasis on Word, Excel, Access databases, and SharePoint.
  • Good oral and written communication skills.
Conditions of Employment
  • Requires a valid driver’s license.
  • Requires occasional statewide travel which may include overnight stays.
  • Requires successful completion of a background screening.
