Job summary

Keel Infrastructure is seeking a Government and Regulatory Affairs Analyst to support permitting, entitlement, and government relations across data center projects. The role blends regulatory tracking with engagement activities, building briefing materials and coordinating with elected officials and agencies.

This foundational position suits detail-oriented professionals aiming to grow in regulatory affairs within the energy and infrastructure sector.

Qualifications

  • Bachelor's degree in Political Science, Public Administration, Environmental Policy, or a related field.
  • 3–5 years of experience in government affairs, regulatory affairs, public policy, or a related support role.
  • Strong written and verbal communication skills, including the ability to synthesize technical/regulatory information for non‑technical audiences.
  • Excellent organizational skills and ability to manage multiple deadlines across projects.

Responsibilities

  • Track pending state and local legislation, rulemaking, and policy developments relevant to data center and energy infrastructure.
  • Prepare briefing materials, one-pagers, and talking points for meetings with legislators and agency staff.
  • Maintain and update contact databases for elected officials, staffers, and agency representatives.
  • Coordinate scheduling and logistics for meetings, hearings, and testimony involving company leadership.
  • Draft or assist in drafting public comments submitted during agency rulemaking processes.
  • Maintain permit tracking logs and status dashboards across active projects (federal, state, and local approvals).
  • Monitor regulatory deadlines, public comment periods, and agency filing requirements.
  • Assist in preparing permit applications, exhibits, and supporting documentation for submission to agencies such as PADEP and local boards.
  • Research applicable regulations and precedent for new project sites or jurisdictions.
  • Support compliance reporting and recordkeeping for approved permits.
  • Partner with the LD&E team and other senior staff on project-specific regulatory strategy.
  • Compile status reports and briefing summaries for internal leadership review.
