Job summary

TotalEnergies is seeking a senior, self-directed permitting professional in Austin, TX to lead development-phase permitting strategy for data centers, gas-fired generation, BESS, and renewables. You will manage cross-functional teams and external consultants to de-risk opportunities and influence investment decisions.

The role requires 8+ years in infrastructure or environmental permitting with strong expertise in air permitting and utility-scale projects.

Qualifications

Bachelor’s degree in engineering, environmental engineering, environmental science, natural resources, or related technical discipline required.
8+ years of relevant experience in infrastructure permitting, environmental permitting, air permitting, power generation, data centers, utilities, or related field.
Direct experience with air permitting for power generation facilities is required; experience permitting NSR/PSD/Title V/NPDES/TPDES is strongly preferred.
Experience supporting power generation, data centers, utilities, water or wastewater infrastructure, large-scale energy projects is preferred.
Familiarity with utility-scale solar, wind, and BESS projects is preferred.
Demonstrated ability to manage technical consultants and synthesize complex issues into business recommendations.
Strong project management skills and ability to manage multiple workstreams and budgets.
Excellent communication skills to brief leaders, regulators, and teams.

Responsibilities

Lead development-phase permitting due diligence and strategy for co-locating gas turbine, other gas-fired generation, BESS, and renewables with load such as data centers.
Develop and maintain permitting strategies, scopes, schedules, and risk registers for air, wastewater, water use, stormwater, and site approvals.
Evaluate site feasibility from permitting and infrastructure-readiness perspectives, including emissions, water, utility infrastructure, and meet schedule constraints.
Manage external engineering, environmental, air permitting, wastewater, and water resources consultants; define scopes and review deliverables.
Serve as a subject matter expert for infrastructure permitting and regulatory strategy and timelines.
Coordinate with cross-functional teams to align due diligence with project valuation, contracting, and investment decisions.
Engage with regulators, utilities, and stakeholders to validate permitting pathways and requirements.
Review project layouts and operating assumptions for implications to air/wastewater permitting and schedules.
Prepare concise summaries and management updates translating technical issues into actionable guidance.
Support handoff of assumptions to Engineering/Execution, Construction, Asset Management, and Operations as projects mature.
Monitor regulatory developments affecting data centers, CCGT, renewables, and broader infrastructure permitting.
