Job summary

The Maryland Department of General Services (DGS) is seeking a talented and experienced Program Manager Senior I to serve as Chief of Policy and Organizational Development. This role manages policy research, drafting, standardization, and establishes DGS's first dedicated policy training and leadership development function, including an annual training plan and coaching for staff and emerging leaders.

The Chief collaborates with divisions to build capacity for sound policy, oversees governance

Qualifications

• Master’s degree in Public Administration, Public Policy, Business Administration, Organizational Development, Organizational Leadership, or related field.
• Experience leading policy development and organizational development initiatives.
• Experience advising executive or senior leadership on organizational strategy and policy development.
• Experience leading enterprise-wide or cross-functional initiatives (planning, process improvement, change management).
• Experience in Maryland State government or another governmental organization; knowledge of State personnel policies/regulations and SPMS.

Responsibilities

• Manages the Department's policy research, drafting, and standardization function in support of the Director's policy framework.
• Leads organizational development by establishing a training and leadership development function, including an annual plan and coaching.
• Conducts policy research and drafts new and revised department-wide policies reflecting changes and feedback.
• Governs the policy lifecycle, including templates, approval workflows, and centralized policy tracking.
• Serves as day-to-day contact for divisions on policy questions and coordinates with other Chiefs on domain policies.
• Prepares briefing materials for quarterly leadership briefings and contributes to the Policy Effectiveness Report.
