Job summary

The Maryland Department of General Services seeks a Program Manager Senior I to serve as Chief of Policy and Organizational Development. This role leads policy research, drafting, and the department's first dedicated policy training and leadership development program.

The Chief works across divisions to build capacity for sound policy development and reports to the Director of Strategic Policy Initiatives, Innovation, and Compliance.

Qualifications

• Master's degree in Public Administration, Public Policy, Business Administration, Organizational Development, or related field.
• Experience leading policy development and organizational development initiatives.
• Experience advising executive-level leadership on organizational strategy and operational effectiveness.
• Experience leading enterprise-wide or cross-functional initiatives including strategic planning and change management.
• Experience working in Maryland State government or another governmental organization with knowledge of state personnel policies and regulations.
