Job summary

Washington State Health Care Authority in Olympia is seeking a Policy, Rules & Compliance Section Manager to lead seven FTEs and oversee PEBB and SEBB program rulemaking in alignment with state and federal regulations governing employee benefits.

You will advise the PEBB/SEBB Boards on eligibility and enrollment policy, direct rule development, and manage complex projects affecting health benefits for thousands of state and school employees and retirees.

Qualifications

• Advanced knowledge of health benefits delivery systems and payroll/benefit functions.
• Knowledge of Affordable Care Act provisions.
• Experience leading diverse work groups with varied credentials and experience.
• Ability to analyze federal and state regulations affecting benefits programs.

Responsibilities

• Oversee and ensure PEBB/SEBB WAC promulgation in line with laws and APA.
• Develop, present, and recommend eligibility and enrollment policy resolutions.
• Oversee rules to align school employee benefits and retiree insurance coverage.
• Manage rule revision process and annual assessment of rule effectiveness.
• Plan and supervise legislative analysts during sessions to respond to inquiries.
• Analyze federal regulations impacting eligibility and enrollment for programs.
