The Washington State Health Care Authority is seeking a Policy, Rules & Compliance Section Manager to lead seven FTEs in directing policy development, rulemaking, and compliance for the PEBB and SEBB programs. This full-time, hybrid role requires navigating state and federal regulations and coordinating with boards and stakeholders.

You will oversee WAC promulgation, eligibility and enrollment policy, and legislative analysis, guiding teams through complex projects and multi-agency

Qualifikationen

• Advanced knowledge of health benefits delivery systems and the regulatory environment.
• Working knowledge of ACA provisions and benefits administration.
• Strong ability to lead diverse multi-disciplinary teams through complex policy work.
• Experience translating policy into actionable rules and guidelines.

Aufgaben

• Oversee and ensure WAC promulgation for PEBB/SEBB in line with law and APA requirements.
• Develop and present eligibility and enrollment policy resolutions for boards.
• Oversee rules/policy to align school employee benefits and retiree insurance coverage.
• Manage rule revision process and annual evaluation of rule effectiveness.
• Supervise legislative analysis during sessions and respond to inquiries.
• Analyze federal regulations impacting eligibility/enrollment for programs.
