Job summary

Washington State Health Care Authority seeks a Health Equity Director to lead and execute strategies across Apple Health, behavioral health, and PEBB/SEBB programs. This executive role reports to the Deputy Director and shapes policy, partnerships, and equity-focused purchasing initiatives for millions of Washington residents.

The role sits on the Executive Leadership Team, with hybrid work in Olympia, frequent travel, and a focus on community engagement and DEIB collaboration.

Qualifications

• Broad knowledge of the local health care industry, public assistance programs, Medicaid, and related federal law affecting low-income and marginalized populations.
• Expertise designing health care policy and benefits coverage from an equity perspective to minimize disparities.
• Identify disparities in program requirements and payment methodologies and advise on policy development to mitigate inequities.
• Experience managing contractors, staff, and partner relationships and building consensus.
• Experience managing complex health care projects involving multi-agency groups and partners.
• Proficiency using research, data, limited resources, and analysis to inform decision-making and policy development.
• Proficiency with Microsoft systems and data analytics tools; ability to present to diverse external audiences.

Responsibilities

• Lead development and implementation of agency health equity policy and related legislation.
• Partner with program leaders to embed health equity into purchasing policy and contracts.
• Oversee agency-wide equity plans aligned with purchasing strategy.
• Develop and report equity accountability metrics to leadership.
• Review policies through an equity lens and address health equity impacts.
• Co-lead Governor's IMPACT Executive Order work with HR and DEIB Manager.
• Represent the Director on Health Disparities Council and with state/national health policy bodies.
• Collaborate across public/private programs to integrate health equity policies and streamline coverage.
• Build and sustain partnerships with communities, managed care, and health plans.
