Job summary

Commonwealth of Massachusetts seeks an Associate Counsel to support the Executive Office of Administration and Finance. You will collaborate with the General Counsel and Deputy General Counsels to provide legal review, advice, and guidance on diverse policy areas within the portfolio, including compliance matters and drafting legislation for the annual state budget and bond bills.

Qualifications

• 2–5 years of relevant experience
• Membership in good standing of the Massachusetts Bar
• Experience analyzing laws, policies, and contract provisions

Responsibilities

• Interpret laws, policies, and contracts as they relate to policy matters before the Executive Office
• Prepare legal memoranda for matters before the OEAF
• Provide policy and legal recommendations; draft legislation related to the state budget and bond bills
• Advise on legislative matters, including drafting comments and legislation
• Analyze proposed regulations and advise on legal and implementation considerations
• Develop policy proposals with internal and external stakeholders
• Understand federal compliance guidance in depth
• Perform other duties as requested by the General Counsel/Deputy General Counsels
