Qualifications

  • Bachelor’s degree in public policy, political science, public administration, business administration, health administration, or related field.
  • Active PMP or Lean Six Sigma Black Belt certification.
  • Minimum five years of experience supervising personnel.
  • Experience sustaining quality-assurance programs and policy planning.

Description

HeiTech Services is seeking a Senior Policy Analyst to support a federal program that helps ensure service members experiencing serious illness or injury receive consistent, timely, and well-informed disability-related determinations and support. The work strengthens the policies, quality controls, operating procedures, and oversight mechanisms used to evaluate program performance and improve outcomes for service members and their families. This position offers an opportunity to influence nationally significant programs connected to military readiness, individual well-being, and the fair administration of critical benefits and services.

The Senior Policy Analyst will evaluate laws, regulations, court decisions, federal policies, and program results to determine operational impacts, assess compliance, and recommend practical courses of action. The analyst will translate complex requirements and research into clear policy recommendations, decision papers, reports, briefings, implementation guidance, and quality-improvement actions for senior federal leaders. Working closely with the Program Manager, other analysts, Government stakeholders, and HeiTech corporate managers, the Senior Policy Analyst will also oversee assigned personnel and help ensure work products are accurate, timely, well-supported, and ready for executive review.

Key Responsibilities
  • Analyze new and amended federal laws, regulations, court decisions, policies, instructions, and other guidance affecting federal health, personnel, disability, compensation, and benefits programs.
  • Assess the operational and policy implications of proposed changes and present clear findings, risks, alternatives, costs, and recommended courses of action.
  • Research, develop, evaluate, and monitor quality-assurance policies, procedures, performance measures, assessment tools, and reporting requirements.
  • Review program performance against established goals and indicators, identify trends or compliance concerns, and recommend policy, process, or corrective actions.
  • Prepare decision papers, policy analyses, legislative reviews, staffing packages, implementation guidance, briefings, memoranda, reports, and responses to senior-leader inquiries.
  • Support the development and refinement of enterprise quality-assurance plans, including checklists, sampling methods, assessment procedures, focus areas, and performance goals.
  • Conduct operational research and statistical analysis to support defensible recommendations and continuous program improvement.
  • Supervise or oversee assigned personnel and maintain the quality, timeliness, consistency, and completeness of policy and program-support activities.
  • Coordinate policy products and staff actions with Government program leads, subject matter experts, analysts, communications personnel, and other stakeholders.
  • Use databases, spreadsheets, reporting tools, statistical methods, and records-management practices to support policy planning, compliance monitoring, and program oversight.
  • Support recurring and ad hoc reports, surveys, briefings, communications, oversight engagements, and responses to internal and external information requests.
  • Evaluate work products for clarity, completeness, factual support, policy consistency, and compliance with federal writing and staffing requirements.
  • Maintain complete, organized, and traceable supporting records for policy analyses, recommendations, decisions, approvals, and follow-up actions.
  • Work with the Program Manager and HeiTech corporate managers to address staffing, performance, quality, training, risk, and employee-support needs.
  • Protect sensitive federal information and comply with applicable requirements governing records management, privacy, confidentiality, cybersecurity, and Controlled Unclassified Information.
Requirements
  • Bachelor’s degree in public policy, political science, public administration, business administration, health administration, or a related field.
  • Active Project Management Professional certification or Lean Six Sigma Black Belt certification.
  • At least five years of experience supervising or overseeing personnel.
  • Experience maintaining quality-assurance programs and supporting policy planning, technical analysis, and legislative analysis.
  • Experience interpreting and implementing Department of Defense, Department of Veterans Affairs, or comparable federal policies and regulations.
  • Knowledge of federal health, personnel, disability, compensation, benefits, case-management, or related program regulations and operations.
  • Experience analyzing laws, regulations, policies, court decisions, or legislative developments and translating them into operational recommendations.
  • Skill using databases, spreadsheets, and reporting tools to develop, coordinate, analyze, and present program information.
  • Experience applying statistical analysis and records-management practices in support of policy development, compliance, or program oversight.
  • Experience preparing executive-level policy analyses, decision papers, staffing packages, briefings, memoranda, reports, or implementation guidance.
  • Strong research, critical-thinking, writing, editing, communication, organization, and stakeholder-coordination skills.
  • Ability to supervise personnel, manage competing priorities, meet short deadlines, and maintain consistent quality across multiple work products.
  • Availability during standard Eastern Time business hours, Monday through Friday.
  • Ability to successfully complete and maintain, at a minimum, the required Tier 1 federal background investigation and satisfy applicable personnel-security and suitability requirements.
  • Ability to complete required onboarding, training, confidentiality, system-access, telework, and Controlled Unclassified Information protection requirements.
Compensation & Benefits
  • Compensation: $110,000-$125,000
  • Benefits: Health, life, dental, vision, and disability insurance (eligible after 30 days).
  • Additional: HSA, 401(k) with employer match, and educational reimbursement

This position is contingent upon contract award. HeiTech Services is proactively identifying qualified candidates in anticipation of a potential federal contract award.
