Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

QEC 25-027 Policy Analyst

The Policy Analyst supports the Manager, Corporate Planning by researching policy and programs related to territorial energy requirements, public opinion, corporate ethics, and corporate governance. The position is also responsible for assisting in the dissemination of information to and from the Minister’s office, Board of Directors, Senior Management Committee, and external partners.

Duties and Responsibilities:

  • Conducts cross-sectoral analysis, environmental scans, and needs assessments. Identifies trends and keeps informed of environmental, technological, social, and political developments as they relate to corporate policy priorities and development of new policy initiatives.
  • Reviews and provides analysis on pertinent documents such as research reports and studies from other departments, utilities, agencies, boards, and other organizations.
  • Assists in drafting internal and external documents and material including: briefing notes, requests for decisions to Cabinet, Financial Management Board submissions, information items, option papers, responses, presentations, and letters.
  • Assists in the development, review, and evaluation of QEC’s Corporate Plan
  • Participates in working groups and committees by gathering information and advising on relevant legislation, policies and major departmental initiatives.
  • Monitors broadcast proceedings of the Legislative Assembly and reviews the Nunavut Hansard.
  • Gathers information and drafts formal and informal responses to questions directed to the Minister in the Legislative Assembly.
  • Receives, analyses, distributes, and responds to access to information requests for QEC in compliance with the requirements of the Access to Information Protection and Privacy (ATIPP) Act and established procedures.

Required Qualifications Include:

  • Bachelor’s degree in political science, Public Administration, Social Sciences, or related discipline.
  • Two years of experience in policy development and analysis or public administration.

Assets:

  • Experience in the Public Sector is an asset.
  • Experience in the utility sector is an asset.
  • Knowledge of Nunavut, the land, language, and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive starting salary range of $106,738.24 to $123,803.95 and a northern living allowance of $16,008.00 per annum. We also offer a comprehensive benefits package including a defined benefit pension program. Accommodation is not guaranteed at this point and may be allocated when available. This position is not included in the Nunavut Employee’s Union.

Preference will be given to Nunavut Inuit.
