Qualifications

  • Minimum 3 years of advocacy or human services experience.
  • Preference for a Bachelor's degree in Human Services, Psychology, or Criminal Justice.
  • Experience with grant writing and management.
  • Possession of, or ability to obtain, a valid driver's license.
  • Be at least 21 years of age.

Responsibilities

  • Supervise Victim Assistance staff and volunteers.
  • Monitor Victim Assistance budget and report to department accountants.
  • Ensure grant compliance and complete required reports.

Police Victim Assistance CoordinatorJOB TITLE: Police Victim Assistance CoordinatorCLASSIFICATION: Non-ExemptDEPARTMENT: PoliceSUPERVISOR: Detective Division LieutenantSALARY: $32.65 to $39.18 HourlyGENERAL JOB DESCRIPTIONIt is the purpose and goal of the Cheyenne Police Department Victim Assistance Program to enhance the treatment of victims and survivors of criminal and non-criminal crisis situations by providing victims with the assistance and services necessary to speed their physical and emotional recovery. To support and aid them through the progress of the criminal justice system; and to make referrals to appropriate agencies.SUPERVISORY RESPONSIBILITIES:Receives direct supervision from the Detective Division Lieutenant. Exercises direct supervision over Victim Assistance staff.PRIMARY DUTIES AND RESPONSIBILITIESVictim Assistance Direct Services – Pursuant to the Victim Bill of Rights, the following services, although not all inclusive, are responsibilities of the Police Assistance Victims Coordinator:Supervise paid Victim Assistance staff and Volunteer staff.Daily monitoring of Victim Assistance budget to include all specific budget line items and interact with department accountant and the City Treasurer on a regular basis.Consistent interaction with state regional managers and MOU partners to ensure grant compliance.Provide accurate and complete monitoring information to ensure that all funding stream requirements are met and compliant (Currently – the program falls under 4 funding streams – Victims of Crime Act federal funding, Violence Against Woman Act federal funding, State Victim/Witness funding, and State Surcharge funding.Prepare and submit all required fiscal reports and performance reports associated with funding streams through the State Division of Victim Services and federally funded programs.Research and analyze statistics for necessary reports.Prepare, write, and submit grant proposals to the State for program funding and any Federal grants that may pertain to the program itself.Manage Federal grant funded awards to include all quarterly and close-out reports and communicate with state and federal grant funds managers.Attend City Council and City Finance meetings as required.Preparation of program policy and procedure.Preparation of job descriptions, employee contracts and program contractsCoordinate services with outside state, county, local, and nonprofit agencies.Actively participate in collaborative team meeting which occur on a regular basis.Train sworn officers regarding Crime Victim Compensation and victim advocacy procedures.Oversee submission of all Crime Victims Compensation applications generated by the Cheyenne Police Department calls for service.SECONDARY DUTIES AND RESPONSIBILITIESProvide 24/7 crisis intervention counseling on a rotating on-call basis.Respond to crime scenes or hospital response at request of law enforcement.Direct crime victims to medical care, mental health resources, emergency food and shelter, clothing, transportation, or childcare.Provide victims an orientation with the criminal justice system.Coordinate follow-up information with officers / detectives.Accompany victims and witnesses to court proceedings.Aid victims with compensation applications, insurance claims and restitution.Advise victims as to the status of their case.Assist victims with the process of returned personal effects.Assist victims with Victim Impact Statements.Inform and Assist victims of legal processes involving protection, restraining, and stalking orders and assist with safety plans.Perform other duties and responsibilities as required.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of grant writing, reporting and management.Knowledge of modern office procedures and relevant software.Knowledge of record keeping and filing principles.Knowledge of supervision, training, and performance evaluation principles.Excellent interpersonal skills, including the ability to interact with a wide range of people, culturally diverse communities, with a consistent and positive perspective.Strong skills in problem solving and conflict resolution.Skills to set relationship boundaries.Skills to be sensitive and empathetic to people in a variety of crisis situations.Ability to work cooperatively with a wide range of people.Ability to establish and maintain effective and cooperative working relationships.Ability to shift priorities and maintain deadlines with multiple interruptions.Ability to work independently and to exercise reasonable judgement in decision making.Ability to maintain a high level of confidentiality.Ability to communicate clearly and concisely, both orally and in writing.Ability to work as part of a team and independently and to exercise reasonable judgement in decision making.QUALIFICATIONS FOR THE JOBRequired:Be at least 21 years of age. Experience communicating with others in a compassionate and non- judgmental manner. At least 3 years of experience in advocacy or human services.Preferred:Bachelor’s degree in Human Services, Psychology, Criminal Justice, and 3 years of experience in the advocacy field. Grant writing and management experience.Certificates, Licenses, Registrations:Possession of, or ability to obtain, an appropriate valid driver's license.WORKING ENVIRONMENTWork closely with others in an office environment utilizing a computer and other office equipment. Primary office type setting where the employee may sit comfortably for many hours at a time. Crime scene and hospital response with exposure to a variety of sights and odors. Minimal overnight travel, usually for training classes. Position is a grant funded position. Maintain availability by telephone or cell phone when scheduled for on-call.Special Requirements:Must be willing to submit to a background investigation, polygraph, and have no prior felony convictions.PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
