Responsibilities

  • Maintain an integrated view of program schedules, milestones, deliverables, dependencies, risks, issues, and decisions across workstreams.
  • Coordinate deliverables register and status reporting, including weekly/monthly program communications to leadership and government stakeholders.
  • Translate ambiguous status into documented owners, actions, due dates, and supporting evidence.
  • Maintain risk/issue/action/decision records and ensure escalation through governance channels.
  • Coordinate phase-gate readiness across task orders, ensuring required artifacts and decisions are in place.
  • Support task-order project managers and technical leads with consistent planning, reporting, and deliverable-control practices.
  • Surface variances and inconsistencies for review with authorized personnel.
  • Facilitate meetings and ensure decisions, owners, and due dates are documented and closed.

Red Canyon Technologies is seeking a PMO Technical Program Manager to support integrated program planning, governance, reporting, and execution control.This position is responsible for maintaining a reliable, evidence-based view of program schedules, deliverables, dependencies, costs, staffing needs, risks, issues, and decisions across assigned workstreams and task orders. The PMO Technical Program Manager will help program leadership and delivery teams convert complex or ambiguous status into clear ownership, documented decisions, actionable due dates, and objective evidence of progress.This is a program-level management and integration role. The successful candidate must be technically fluent enough to understand modernization activities, recognize delivery and technical dependencies, ask informed questions, and communicate their implications. The position is not, however, the program’s independent architecture or technical approval authority. Technical findings, architecture decisions, and modernization recommendations remain the responsibility of the designated technical leads and appropriate Government decision authorities.The PMO Technical Program Manager will work closely with program leadership, task-order project managers, technical leads, subcontractors, and Government stakeholders to improve delivery predictability, reporting consistency, phase-gate readiness, and timely escalation of material risks and decisions.Key ResponsibilitiesClearance Requirements: SecretMaintain an integrated view of program schedules, milestones, deliverables, dependencies, risks, issues, decisions, staffing needs, and cost or effort status across assigned activities.Maintain the program deliverable register and coordinate the timely preparation, review, revision, submission, and status reporting of required deliverables.Prepare and coordinate weekly status reports, monthly program reporting, leadership briefings, customer communications, and other recurring program-management materials.Reconcile status information across schedules, work plans, deliverable records, cost or effort information, and team updates. Identify inconsistencies, unsupported completion claims, and missing evidence before information is reported.Translate ambiguous status into a clearly documented owner, required action or decision, target date, dependency, and supporting evidence.Maintain program-level risk, issue, action, and decision records. Ensure that material concerns are documented, assigned, tracked, and escalated through the appropriate governance path.Coordinate phase-gate readiness across task orders and workstreams, including review schedules, required artifacts, outstanding decisions, dependencies, and supporting evidence.Establish and maintain disciplined program-management records using approved program management systems.Support task-order project managers and technical leads in maintaining consistent planning, status reporting, risk management, decision tracking, and deliverable-control practices.Identify dependencies and resource conflicts that cross task-order or organizational boundaries and facilitate their resolution or escalation.Coordinate cost and effort status with authorized program, financial, contracts, and delivery personnel. Surface material variances, unresolved assumptions, or inconsistencies for review.Facilitate recurring program-management meetings, reviews, and working sessions. Document decisions, actions, owners, and due dates, and follow through to closure.Prepare concise, accurate, and audience-appropriate communications for Government stakeholders, company leadership, delivery teams, and subcontractor partners.Maintain an explicit distinction between contractor recommendations, internal management decisions, and decisions reserved for the Government.Support dependable and consistent customer messaging across task orders, phases, reviews, and reporting cycles.Support program staffing coordination, onboarding, and resource planning as assigned and within the authority delegated to the position.Support lessons learned, after-action reviews, and process improvement activities to strengthen program controls and delivery consistency.Support proposal, capture, task-order response, or labor-category activities as needed.Required Qualifications8+ years of experience in IT program or project management, with at least 3 years managing Federal Government contracts.Demonstrated technical fluency sufficient to engage with architects, engineers, and modernization SMEs; identify dependencies and risks; challenge unsupported conclusions; and translate technical issues into program, schedule, cost, and customer impacts.Demonstrated experience managing integrated plans across multiple technical workstreams, projects, or task orders.Demonstrated capability in schedule integration, deliverable control, dependency management, and phase or gate readiness.Experience maintaining and using risk, issue, action, and decision records to support delivery and management decisions.Strong written communication skills, including the ability to prepare clear Government/customer status reports, executive summaries, decision materials, and escalation notices.Experience reconciling schedule, deliverable, cost, effort, staffing, and status information from multiple sources.Ability to distinguish verified progress from assumptions, estimates, planned activity, and unsupported completion claims.Demonstrated judgment in facilitation, escalation, stakeholder coordination, and the handling of sensitive or protected information.Ability to translate technical constraints, dependencies, and uncertainty into clear program-management impacts without overstating technical conclusions.Experience working with technical leads, project managers, operational teams, contracts personnel, financial personnel, subcontractors, and customer stakeholders.Experience establishing or maintaining disciplined program records in collaborative environments such as Microsoft Planner, SharePoint, and Teams.Ability to operate effectively in a technically complex delivery environment where schedules, deliverables, dependencies, costs, and customer expectations must remain aligned.Preferred QualificationsPMP, PgMP, or an equivalent program or project management credential.Relevant agile delivery training or experience where agile practices are used by the assigned workstreams.Experience supporting Federal Government or Department of Defense technology programs.Experience operating a program management office for a multi-project, multiple-task-order, or multi-vendor delivery environment.Familiarity with IDIQ and task-order delivery structures, contract deliverables, customer reviews, and Government decision processes.Familiarity with mainframe modernization, legacy-system assessment, cloud migration, enterprise application modernization, or other technically complex transformation initiatives.Experience establishing consistent program controls across teams that use different delivery methods, schedules, tools, or reporting practices.Experience supporting program cost, effort, resource, or staffing reconciliation in coordination with authorized financial and contracts personnel.Experience facilitating phase-gate, milestone, deliverable, risk, and executive program reviews.About UsDiné Development Corporation (DDC) is a Navajo Nation–owned family of companies that provides government agencies and commercial organizations with high-quality IT, professional, environmental, and research and development services.
