General Statement of Work

To perform professional planning and urban design work for the County.

Distinguishing Features of the Class

An employee in this class performs planning to provide coordinated guidance and management of the growth and development of the County. Work involves conducting plan review, interpreting codes and ordinances to developers to achieve desired standard; assisting citizens and developers with various issues; conducting studies for zoning; providing staff assistance to advisory boards, administering the zoning and subdivision ordinance. Work involves providing technical guidance to citizen boards and public contact, often in sensitive or emotionally-fraught issues requiring judgment, firmness, and tact. Work is performed under the general supervision of the Planning Director and is evaluated through conferences, review of work results obtained, and the overall effectiveness of the planning work performed.

Essential Job Functions
  • Researches and prepares planning elements necessary for decisions by management or boards regarding land use, zoning, housing, and environmental impact.
  • Manages zoning text and map amendment requests and special use permits including notifications and procedural requirements.
  • Facilitates and/or participates in meetings and public hearings to explain planning proposals; answers citizen questions concerning plans and problems.
  • Performs plat and site plan review; transmits review comments to applicant.
  • Provides research and input into the development of ordinances, policies and procedures for the County.
  • Represents the County on a variety of task forces as well as citizen and intergovernmental groups.
  • Reviews submittals and prepares reports for rezoning, special use, text amendment, and variance requests.
  • Performs plan review and field verification to ensure zoning compliance for residential and commercial development.
  • Provides staff support to the Board of Commissioners, Planning Board, Board of Adjustment, and other committees as assigned.
  • Assists citizens and investors with the placement, function, and design of new or altered businesses and structures; assists citizens with zoning issues.
  • Reviews and issues permits for temporary or permanent signs.
  • Performs research on general statutes and other Counties’ standards for various items.
  • Assists the Planning Director on special projects and code and zoning enforcement efforts.
  • Performs other related duties as assigned.

  • Some knowledge of the County's zoning, land use, and other ordinances and codes.
  • Thorough knowledge of the principles and practices of community development and public sector planning including urban design, smart growth, and best practices and principles.
  • Thorough knowledge of governmental laws, programs, and services pertinent to the community and planning processes.
  • Thorough knowledge of the environmental and socio-economic implications of the planning process.
  • Skill in the collection, analysis, and presentation of technical data and planning recommendations.
  • Ability to enforce codes and ordinances with firmness and tact.
  • Ability to prepare comprehensive reports and studies.
  • Ability to express ideas effectively in oral and written forms.
Education and Experience

Graduation from an accredited college or university with a bachelor’s degree in Urban Design, Landscape Architecture, Geography, Public Administration, Urban Planning, or related field and some professional experience in public sector planning; or an equivalent combination of education and experience. American Institute of Certified Planners (AICP) certification, North Carolina Certified Zoning Officer, or other equivalent certifications are preferred but not required.

Special Requirements
  • Valid North Carolina Driver’s License.
Physical Requirements

Work in this class is classified as sedentary requiring the exertion of up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical activities include crouching, reaching, standing, walking, fingering, and grasping. An employee must have visual acuity to read and write handwritten and typewritten material including being able to read a computer screen. An employee in this class must be able to talk and hear to be able to respond to the public and other employees.

Working Conditions

Work is typically performed in an office setting with a temperature-controlled environment and is not substantially exposed to adverse environmental conditions. Occasional travel to development sites may be required.
