Job summary

The City of Raleigh seeks a Plan Review Supervisor to lead the Stormwater Plan Review Group within the Stormwater Division of the Raleigh Water Department. You will supervise 4 of 9 staff, guide permit reviews for public and private projects, and champion Green Stormwater Infrastructure (GSI) initiatives across the city.

The role requires strong leadership, engineering/management experience, and the ability to collaborate with multiple stakeholders to ensure compliance with regulations and city

Qualifications

• Bachelor's Degree in Engineering, Construction Management or related field; 5 to 7 years' experience in engineering, construction management or related work

Job description

The Plan Review Supervisor will supervise the City’s Stormwater Plan Review group, which reviews and permits public & private projects throughout the city. A major part of this position’s responsibilities are to be the Division’s advocate for Green Stormwater Infrastructure (GSI) throughout the City on both public and private development projects. This Supervisor will be expected to collaborate with Stormwater Division staff, other City departments, consulting engineers, citizens, and stakeholders to help achieve the overall goals for stormwater development compliance.

This position leads the Stormwater Plan Review group, which has 9 full-time employees with this position directly supervising 4 of those employees. The group is located in the Stormwater Division, which is part of the Raleigh Water Department. The Stormwater Management Division includes over 80 full-time employees who work within an inclusive, team-first environment that takes pride in their work by being “Stormwater Smart”. Together, the employees of the Stormwater Management Division support the City through a variety of programs and projects. Sustained population growth in Raleigh has created new development opportunities, which has resulted in evolving the Stormwater program in terms of capacity and capabilities.

This positions qualify for the City’s Telework Program which provides opportunity to work up to 20% of time remotely.

• Supervise the Stormwater Plan Review Group: This group reviews and permits all development projects in Raleigh and its Extra Territorial Jurisdiction (ETJ). Regulations enforced include; Post Construction Stormwater Management, Sediment & Erosion Control during Construction, City & Federal Floodplain Management, and Water Supply Watershed Areas. Duties will include; making personnel decision, annual evaluations, goal setting, budget planning and long-term visioning for the group.
• Main City Advocate for Green Stormwater Infrastructure (GSI): The City of Raleigh is committed to creating more nature-based stormwater management within its jurisdictional boundaries. This includes collaborating with Project Managers for both public and private development projects to explore the feasibility of GSI in their stormwater management plans. Also, this position will be responsible for furthering the City’s GSI Implementation Plan.
• Composing/Coordinating any updates to the City’s Unified Development Ordinance as it relates to stormwater regulations and to the City’s ‘Stormwater Design Manual’: This will include keeping the City current with all applicable Federal and State requirements for Stormwater Management. Also, making any ordinance changes needed to keep the City’s Stormwater Management program current with innovative treatment options.

Education and Experience

Bachelor's Degree in Engineering, Construction Management or related field; 5 to 7 years' experience in engineering, construction management or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications

• Valid NC Class C Driver's License or the ability to obtain within 60 days of hire
• Professional Engineer (PE) Registration or ability to obtain within one year
